SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Benevolent and Protective Order of Elks Scholarship Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Benevolent and Protective Order of Elks plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Benevolent and Protective Order of Elks Scholarship Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Benevolent and Protective Order of Elks Scholarship Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Benevolent and Protective Order of Elks Scholarship Fund shall be paid as grants for scholarships for higher education. Provides that the scholarship recipients must be the children of current or former members of the Benevolent and Protective Order of Elks who meet the academic, financial, and other requirements established by the Benevolent and Protective Order of Elks. Requires that the recipients of the scholarship be residents of this State and attend a college or university located within this State.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Benevolent and Protective Order of Elks
8Scholarship Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.14 as follows:
 
11    (625 ILCS 5/3-699.14 new)
12    Sec. 3-699.14. Benevolent and Protective Order of Elks
13plates.
14    (a) The Secretary, upon receipt of all applicable fees and
15applications made in the form prescribed by the Secretary of
16State, may issue special registration plates designated as
17Benevolent and Protective Order of Elks plates. The special
18plates issued under this Section shall be affixed only to
19passenger vehicles of the first division or motor vehicles of
20the second division weighing not more than 8,000 lbs. Plates
21issued under this Section shall expire according to the

1multi-year procedure established by Section 3-414.1 of this
2Code.
3    (b) The design and color of the special plates shall be
4wholly within the discretion of the Secretary. The Secretary
5may allow the plates to be issued as vanity plates or
6personalized plates under Section 3-405.1 of the Code.
7Appropriate documentation, as determined by the Secretary,
8shall accompany each application.
9    (c) An applicant shall be charged a $25 fee for original
10issuance in addition to the appropriate registration fee, if
11applicable. Of this fee, $10 shall be deposited into the
12Benevolent and Protective Order of Elks Scholarship Fund and
13$15 shall be deposited into the Secretary of State Special
14License Plate Fund. For each registration renewal period, a $25
15fee, in addition to the appropriate registration fee, shall be
16charged. Of this fee, $23 shall be deposited into the
17Benevolent and Protective Order of Elks Scholarship Fund and $2
18shall be deposited into the Secretary of State Special License
19Plate Fund.
20    (d) The Benevolent and Protective Order of Elks Scholarship
21Fund is created as a special fund in the State treasury. All
22moneys in the Benevolent and Protective Order of Elks
23Scholarship Fund shall be paid, subject to appropriation by the
24General Assembly and distribution by the Secretary, as grants
25for scholarships for higher education. The scholarship
26recipients must be the children of current or former members of
