SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.866 new
625 ILCS 5/3-699.14 new

    Amends the State Finance Act. Creates the Illinois Elks Association Fund. Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Illinois Elks Association specialty license plates. Makes the cost of issuance for these plates $30, with $15 going to the Illinois Elks Association Fund and $15 going to the Secretary of State Special License Plate Fund. Makes renewal costs $17, with $15 going to the Illinois Elks Association Fund and $2 going to the Secretary of State Special License Plate Fund. Allows distribution of moneys in the Illinois Elks Association Fund, subject to appropriation by the General Assembly and distribution by the Secretary of State, to the Illinois Elks Association or charitable entities it designates.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.866 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The Illinois Elks Association Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699.14 as follows:
 
10    (625 ILCS 5/3-699.14 new)
11    Sec. 3-699.14. Illinois Elks Association plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary, may
14issue special registration plates designated as Illinois Elks
15Association license plates. The special plates issued under
16this Section shall be affixed only to passenger vehicles of the
17first division or motor vehicles of the second division
18weighing not more than 8,000 pounds. Plates issued under this
19Section shall expire according to the multi-year procedure
20established by Section 3-414.1 of this Code.
21    (b) The design and color of the special plates shall be

1within the discretion of the Secretary. Appropriate
2documentation, as determined by the Secretary, shall accompany
3each application. The Secretary may allow the plates to be
4issued as vanity plates or personalized plates under Section
53-405.1 of this Code. The Secretary shall prescribe stickers or
6decals as provided under Section 3-412 of this Code.
7    (c) An applicant for the special plate shall be charged a
8$30 fee for original issuance in addition to the appropriate
9registration fee. Of this fee, $15 shall be deposited into the
10Illinois Elks Association Fund and $15 shall be deposited into
11the Secretary of State Special License Plate Fund, to be used
12by the Secretary to help defray the administrative processing
13costs. For each registration renewal period, a $17 fee, in
14addition to the appropriate registration fee, shall be charged.
15Of this fee, $15 shall be deposited into the Illinois Elks
16Association Fund and $2 shall be deposited into the Secretary
17of State Special License Plate Fund.
18    (d) The Illinois Elks Association Fund is created as a
19special fund in the State treasury. All moneys in the Illinois
20Elks Association Fund shall be paid, subject to appropriation
21by the General Assembly and distribution by the Secretary, as
22grants to the Illinois Elks Association or to charitable
23entities designated by the Illinois Elks Association.
