SYNOPSIS AS INTRODUCED:

Amends the State Comptroller Act. Provides that the Comptroller may provide additional payroll services to all State agencies and legislative and executive constitutional officers. Allows the Comptroller to establish by rule a fee schedule for providing such services to reimburse the Comptroller for the cost of furnishing these services and the use and maintenance of any computer network and software. Provides that all fees collected for these additional services shall be deposited into the Comptroller's Administrative Fund.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Comptroller Act is amended by changing Section 12 as follows:

Sec. 12. Payroll officer-Payroll voucher forms-Payroll distribution schedule forms; agency payroll services.

(a) The comptroller shall be the State payroll officer, shall maintain the official payroll for all State agencies and shall supervise the issuance of all payroll warrants. The comptroller shall design and approve payroll voucher forms and payroll distribution schedule forms, and any person presenting a payroll voucher or payroll distribution schedule to the comptroller shall use an approved form.

(b) In addition to the requirements of subsection (a), the Comptroller may provide other payroll services under this Act to all State agencies and legislative and executive constitutional officers. The Comptroller may by rule establish a fee schedule for providing such services to reimburse the Comptroller for the cost of furnishing these services and the use and maintenance of any computer network and software. All fees collected under this subsection (b) shall be deposited into the Comptroller's Administrative Fund.
