HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Bishop
4Charles Richard Phillips of Aurora, who passed away on December
52, 2016; and
 
6    WHEREAS, Bishop Phillips was born in Holly Springs,
7Mississippi to Joseph and Velma Phillips on February 14, 1948;
8he moved to Aurora at a young age; he studied Christian
9Education at Moody Bible Institute in Chicago; he received his
10diploma from the American Association of Christian Counselors
11and earned his Bachelor of Arts and Masters of Arts in Ministry
12from the Newburgh Theological Seminary; and
 
13    WHEREAS, Bishop Phillips was consecrated in the Bishopric
14at the Hilton Memorial Chapel in Dale City, Virginia by the
15Lord's Churches, Fellowship and Ministries, Inc.; in 1988, he
16organized the New Covenant Apostolic Ministry which later
17became New Covenant Full Gospel Church; he owned and managed
18the Covenant House Transitional Living Facility for Men in
19Aurora; and
 
20    WHEREAS, Bishop Phillips was owner, operator, and manager
21of Phillips Hair Studio in Aurora for over 30 years; and

1    WHEREAS, Bishop Phillips served as President of the
2Neighborhood Inner Circle Association; he was elected in 2011
3as the President of the Fox Valley Christian Ministerial
4Alliance in Aurora; and
 
5    WHEREAS, Bishop Phillips was preceded in death by his
6parents; and
 
7    WHEREAS, Bishop Phillips is survived by his wife, L. Marie
8Phillips; his children; and other family members and friends;
9therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12mourn the passing of Bishop Charles Richard Phillips, and
13extend our sincere condolences to his family, friends, and all
14who knew and loved him; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Bishop Phillips as an expression of
17our deepest sympathy.
