HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Elaine P. Edwards on her retirement from the Social Security Administration after 38 years of service; and

WHEREAS, Elaine Edwards began her career at the Social Security Administration on September 24, 1978; during her career, she has served as a File Clerk (1978-1981), a Cash Clerk (1981-1982), an Accounting Technician (1982-1984), Lead Accounting Technician (1984-1989), and Legal Admin. Specialist Benefit Authorizer (1989-2004); in February of 2004, she became a Social Insurance Specialist - Claim Specialist, where she served until her retirement; and

WHEREAS, As a Social Insurance Specialist - Claim Specialist, Elaine Edwards made determinations regarding entitlement for benefits under Retirement, Survivors, and Disability (Title 2) and Medicare (Title 18); she made final determinations on all types of complex claims, which included workers' compensation, hearing and appeals, capability issues, and railroad issues; she would process the cases under the proper application of the laws, regulations, policies, and procedures of the Social Security Act; she has mentored newly trained Claim Authorizers, guided them to further develop their skills in analyzing, reviewing, and making determinations, and processing all work by reading the policy and procedures of the Social Security Act; she also resolved issues including self-employment earnings, questionable retirement, and non-covered earnings that include entitlement to a federal, state, local or foreign pension, and prepared formal and informal determinations relating the facts, evidence and issues in accordance with the provisions of the Social Security Act; and

WHEREAS, Elaine Edwards has received numerous awards and recognitions for being an outstanding employee during her tenure at the Social Security Administration, including 16 Exemplary Contributions or Service Awards, five Recognition of Contribution Awards, four Quality Step Increases, a Regional Commissioner's Citation, six On the Spot Awards, a Hammer Award, and an Executive Recognition of Contribution; and

WHEREAS, Elaine Edwards serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Elaine P. Edwards on the occasion of her retirement and wish her continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Elaine Edwards as a symbol of our esteem and respect.
