HOUSE JOINT RESOLUTION

 
2    WHEREAS, The State has the duty to provide for the health,
3safety, and welfare of its residents; and
 
4    WHEREAS, The 2003 O'Hare Modernization Act included a
5finding that O'Hare International Airport cannot efficiently
6perform its role in the State and national air transportation
7systems unless it is reconfigured with multiple parallel
8runways; and
 
9    WHEREAS, Under the O'Hare Modernization Program, parallel
10runway 10C-28C was commissioned on October 17, 2013,
11dramatically increasing air traffic over northwest Chicago and
12the near northwest suburbs; and
 
13    WHEREAS, Previously unaffected residents living as far as
1412 miles from the airport have complained of near constant
15aircraft noise, beginning as early at 4:30 AM and ending as
16late as 1:00 AM; and
 
17    WHEREAS, The O'Hare Noise Compatibility Commission
18reported over 350,000 noise complaints filed in March of 2015;
19and
 
20    WHEREAS, Fair Allocation in Runways represents a growing

1coalition of over 26 communities, including the City of Chicago
2and suburbs that are negatively affected by the changes in
3flight patterns and runway usage resulting from implementation
4of the O'Hare Modernization Plan; and
 
5    WHEREAS, The City of Chicago Department of Aviation and the
6Federal Aviation Administration plan to decommission diagonal
7runway 14L/32R prior to the commissioning of a new parallel
8runway 10R/28L in October of 2015; and
 
9    WHEREAS, It is the responsibility of the Chicago Department
10of Aviation and the Federal Aviation Administration (FAA) to
11make decisions regarding the runways at O'Hare, including
12whether to delay projects at the airport; and
 
13    WHEREAS, Members of the General Assembly, representing the
14impacted areas, met with representatives of the City of Chicago
15on numerous occasions and demanded the City respond to the
16concerns of the residents, and requested that the FAA delay the
17project at O'Hare for so long as necessary in order to review
18and comment on the concerns of the residents of the impacted
19areas; and
 
20    WHEREAS, Several members of the General Assembly and the
21City of Chicago agreed, in writing, that the City would do the
22following:

1        (1) request that the FAA delay any action on the
2    impacted runways that would lead to irreparable damage to
3    the runways for so long as necessary to complete the agreed
4    to Open House meetings and the 3 separate meetings
5    referenced in the next section;
6        (2) hold at least three meetings with representatives
7    of the FAiR coalition to better understand FAiR's proposal
8    to preserve and utilize the intersecting runways at O'Hare
9    International Airport in order to alleviate aircraft noise
10    impacts from communities located east and west of O'Hare;
11        (3) request and encourage the FAA to hold its 4 planned
12    Open House meetings in areas and communities that are
13    impacted by aircraft noise caused by new O'Hare
14    Modernization Program runways; and
15        (4) meet with the members and their constituents to
16    discuss these issues; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
19SENATE CONCURRING HEREIN, that we urge the City of Chicago to
20work with the members of the General Assembly to ensure the
21terms of the agreement are fully implemented and all residents
22impacted by aircraft noise at O'Hare International Airport have
23accurate and up-to-date information; and be it further
 
24    RESOLVED, That any public hearings held regarding aircraft

1noise at O'Hare should allow residents of the impacted areas to
2express their grievances and concerns.
