| 2 | | WHEREAS, The College of DuPage Board of Trustees recently | 3 | | voted to approve a buyout
package for President Dr. Robert | 4 | | Breuder in the amount of $750,000; and
| 5 | | WHEREAS, As part of an agreement that was already reached | 6 | | between the Board of Trustees
and Dr. Breuder, the school's | 7 | | Homeland Security Education Center will be named in honor of
| 8 | | Dr. Breuder; and | 9 | | WHEREAS, Many taxpayers and local residents have voiced | 10 | | strong opposition to the severance
package agreed to by the | 11 | | Board of Trustees and Dr. Breuder; and | 12 | | WHEREAS, The name of Staff Sergeant Robert J. Miller has | 13 | | been offered as an alternative to
Dr. Breuder's in the naming | 14 | | of the Homeland Security Education Center; and | 15 | | WHEREAS, Staff Sgt. Miller grew up in Wheaton and graduated | 16 | | from Wheaton North
High School in 2002; and | 17 | | WHEREAS, After attending one year of college at the | 18 | | University of Iowa, Staff Sgt. Miller
joined the United States | 19 | | Army in 2003; and |

| 1 | | WHEREAS, Staff Sgt. Miller enlisted as a Special Forces | 2 | | trainee in August of 2003 and
graduated from Infantry Basic | 3 | | Training and Airborne School at Fort Benning, Georgia in | 4 | | January
of 2004; and | 5 | | WHEREAS, Staff Sgt. Miller graduated from the Special | 6 | | Forces Qualification Course in
September of 2004, and the | 7 | | Special Forces Weapons Sergeant Course in March of 2005; and | 8 | | WHEREAS, Staff Sgt. Miller was deployed to Afghanistan from | 9 | | August of 2006 to March of 2007
and received 2 Army | 10 | | Commendation Medals for Valor for his actions under enemy fire; | 11 | | and | 12 | | WHEREAS, Staff Sgt. Miller returned to Afghanistan in | 13 | | October of 2007, serving as a Weapons
Sergeant for his team; | 14 | | and | 15 | | WHEREAS, On January 25, 2008, Staff Sgt. Miller was leading | 16 | | a team of Afghan National
Security Forces and Coalition | 17 | | soldiers when they were attacked by insurgents; and
| 18 | | WHEREAS, Under intense enemy fire, Staff Sgt. Miller | 19 | | remained at the front of the patrol and
laid down suppressive | 20 | | fire to allow his wounded commander to be pulled out of the | 21 | | line of fire; and

| 1 | | WHEREAS, Staff Sgt. Miller was killed in action while | 2 | | protecting his fellow soldiers and
Afghan security forces; and
| 3 | | WHEREAS, The heroic actions of Staff Sgt. Miller saved the | 4 | | lives of 7 American soldiers
and 15 Afghan soldiers; and
| 5 | | WHEREAS, Staff Sgt. Miller was posthumously awarded the | 6 | | Medal of Honor
by President Barack Obama at the White House on | 7 | | October, 6 2010; and | 8 | | WHEREAS, In 2011, Wheaton Warrenville Unit District 200 | 9 | | renamed the Common Area of
Wheaton North High School in honor | 10 | | of Staff Sgt. Miller; therefore, be it
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 12 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 13 | | SENATE CONCURRING HEREIN, that we strongly urge the Board of | 14 | | Trustees of the College of DuPage to reconsider the agreement | 15 | | reached with Dr. Robert Breuder; and be it further | 16 | | RESOLVED, That we strongly urge the Board of Trustees of | 17 | | the College of Dupage to rename the College of DuPage Homeland | 18 | | Security
Education Center in honor of Staff Sergeant Robert J. | 19 | | Miller as a tribute to the service and sacrifice
Staff Sgt. | 20 | | Miller rendered to the DuPage County community and to the |

| 2 | | RESOLVED, That suitable copies of this resolution be | 3 | | presented to the Board of Trustees of the
College of DuPage, | 4 | | the President of the College of DuPage, and to the family of | 5 | | Staff Sgt.
