SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Continuing Appropriation for MAP Grants Act to require a recommendation by the Governor in the annual budget and annual appropriations by the General Assembly sufficient to fund all grant awards for a given academic year under the Monetary Award Program and to require a continuing appropriation if the General Assembly fails to make sufficient appropriations. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Continuing Appropriation for MAP Grants Act.
 
6    Section 5. Annual budget; recommendation. Beginning with
7the Budget for fiscal year 2017, the Governor shall include a
8General Revenue Fund or Monetary Award Program Reserve Fund
9recommendation to the Illinois Student Assistance Commission
10in the annual Budget sufficient to fund all grant awards in a
11given academic year under Section 35 of the Higher Education
12Student Assistance Act.
 
13    Section 10. MAP grant funding. Beginning with fiscal year
142017, the General Assembly shall annually make General Revenue
15Fund or Monetary Award Program Reserve Fund appropriations to
16the Illinois Student Assistance Commission sufficient to fund
17all grant awards in a given academic year under Section 35 of
18the Higher Education Student Assistance Act.
 
19    Section 15. Continuing appropriation. If the General
20Assembly fails to make General Revenue Fund or Monetary Award
21Program Reserve Fund appropriations to the Illinois Student

1Assistance Commission in fiscal year 2016 or in any fiscal year
2thereafter sufficient to fund all grant awards in a given
3academic year under Section 35 of the Higher Education Student
4Assistance Act, this Act shall constitute a continuing
5appropriation from the General Revenue Fund of all amounts
6necessary for those purposes.
 
7    Section 99. Effective date. This Act takes effect upon
8becoming law.
