SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-22

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Expands current continuing appropriations provisions to cover executive branch operations and all State universities (currently, the provisions cover only judges and the legislative branch). Defines "executive branch operations" to include all State agencies, the office of any constitutional officer, including any agency or entity reporting to a constitutional officer, and any agency, board, commission, or other entity of the executive branch. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by changing Section 50-22 as
6follows:
 
7    (15 ILCS 20/50-22)
8    Sec. 50-22. Funding for salaries of General Assembly
9members and judges; legislative operations.
10    (a) Beginning July 1, 2014, the aggregate appropriations
11available for salaries for members of the General Assembly and
12judges from all State funds for each State fiscal year shall be
13no less than the total aggregate appropriations made available
14for salaries for members of the General Assembly and judges for
15the immediately preceding fiscal year.
16    (b) Beginning July 1, 2014, the aggregate appropriations
17available for legislative operations from all State funds for
18each State fiscal year shall be no less than the total
19aggregate appropriations made available for legislative
20operations for the immediately preceding fiscal year. For
21purposes of this subsection (b), "legislative operations"
22means any expenditure for the operation of the Office of the
23Auditor General, the House of Representatives, the Senate, the

1Legislative Ethics Commission, the Office of the Legislative
2Inspector General, the Joint Committee on Legislative Support
3Services, and the legislative support services agencies.
4    (b-5) Beginning July 1, 2015, the aggregate appropriations
5available for executive branch operations from all State funds
6for each State fiscal year shall be no less than the total
7aggregate appropriations made available for executive branch
8operations for the immediately preceding fiscal year. For
9purposes of this subsection (b-5), "executive branch
10operations" means any expenditure for the operation of any
11State agency, the office of any constitutional officer,
12including any agency or entity reporting to a constitutional
13officer, and any agency, board, commission, or other entity of
14the executive branch, including, but not limited to, the
15Executive Ethics Commission, the Offices of the Executive
16Inspectors General, the Illinois Commerce Commission, the
17Pollution Control Board, and the Prisoner Review Board.
18    (b-10) Beginning July 1, 2015, the aggregate
19appropriations available for each State university from all
20State funds for each State fiscal year shall be no less than
21the total aggregate appropriations made available for each
22State university for the immediately preceding fiscal year. For
23purposes of this subsection (b-10), "State university" means
24the University of Illinois, Chicago State University, Eastern
25Illinois University, Governors State University, Illinois
26State University, Northeastern Illinois University, Northern

1Illinois University, Southern Illinois University, and Western
2Illinois University.
3    (c) If for any reason the aggregate appropriations made
4available are insufficient to meet the levels required by
5subsections (a), and (b), (b-5), and (b-10) of this Section,
6this Section shall constitute a continuing appropriation of all
7amounts necessary for these purposes. The General Assembly may
8appropriate lesser amounts by law.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
