SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/3-6

    Amends the Election Code. Provides that a person who is 17 years old on the date of a consolidated primary election is qualified to vote at that primary if he or she will be 18 years old on the date of the immediately following regular election (now, general election). Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
53-6 as follows:

8    Sec. 3-6. Voting age. Notwithstanding any other provision
9of law, a person who is 17 years old on the date of a
10consolidated primary election or general primary election and
11who is otherwise qualified to vote is qualified to vote at that
12primary, including voting an absentee, grace period, or early
13voting ballot with respect to that primary, if that person will
14be 18 years old on the date of the immediately following
15regular general election.
16    References in this Code and elsewhere to the requirement
17that a person must be 18 years old to vote shall be interpreted
18in accordance with this Section.
19    For the purposes of this Act, an individual who is 17 years
20of age and who will be 18 years of age on the date of the
21general election shall be deemed competent to execute and
22attest to any voter registration forms.

18    Section 95. No acceleration or delay. Where this Act makes
19changes in a statute that is represented in this Act by text
20that is not yet or no longer in effect (for example, a Section
21represented by multiple versions), the use of that text does
22not accelerate or delay the taking effect of (i) the changes
23made by this Act or (ii) provisions derived from any other
24Public Act.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
