SYNOPSIS AS INTRODUCED:
 
30 ILCS 500/1-12.1 new

    Amends the Procurement Code. Provides that this Code shall not apply to procurement expenditures necessary to secure accreditation for public institutions of higher learning. Requires each public institution of higher learning to provide the chief procurement officer with a report of contracts that are related to the procurement of certain goods and services. Requires the chief procurement officer to submit a report to the Governor and General Assembly each year that shall include an annual summary of the monthly information reported to the chief procurement officer. Repeals these provisions on December 31, 2016. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5adding Section 1-12.1 as follows:
 
6    (30 ILCS 500/1-12.1 new)
7    Sec. 1-12.1. Applicability to accreditation for public
8institutions of higher education.
9    (a) This Code shall not apply to procurement expenditures
10necessary to secure accreditation for public institutions of
11higher learning.
12    (b) Notice of each contract entered into by a public
13institution of higher learning that is related to the
14procurement of goods and services identified in this Section
15shall be published in the Illinois Procurement Bulletin within
1614 calendar days after contract execution. The chief
17procurement officer shall prescribe the form and content of the
18notice. Each public institution of higher learning shall
19provide the chief procurement officer, on a monthly basis, in
20the form and content prescribed by the chief procurement
21officer, a report of contracts that are related to the
22procurement of goods and services identified in this Section.
23At a minimum, this report shall include the name of the

1contractor, a description of the supply or service provided,
2the total amount of the contract, the term of the contract, and
3the exception to the Code utilized. A copy of any or all of
4these contracts shall be made available to the chief
5procurement officer immediately upon request. The chief
6procurement officer shall submit a report to the Governor and
7General Assembly no later than November 1 of each year that
8shall include, at a minimum, an annual summary of the monthly
9information reported to the chief procurement officer.
10    (c) This Section shall be repealed on December 31, 2016.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
