Amends the Salaries Act. Decreases the annual salary of the Governor, Lieutenant Governor, Secretary of State, Comptroller, Treasurer, and Attorney General by 10% beginning on January 9, 2019. Amends the General Assembly Compensation Act. Decreases the annual salary and committee service stipends of General Assembly members by 10% beginning on January 11, 2017 for each member of the House of Representatives and each member of the Senate elected to a 2-year term commencing January 14, 2015 and beginning January 9, 2019 for all other members of the Senate. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Salaries Act is amended by changing Section | 5 | | 1 as follows:
| 6 | | (5 ILCS 290/1) (from Ch. 53, par. 1)
| 7 | | Sec. 1. Salaries of executive officers. | 8 | | (a) There shall be allowed and paid an annual
salary in | 9 | | lieu of all other salaries, fees, perquisites, benefit of
| 10 | | compensation in any form whatsoever, to each of the officers | 11 | | herein named, the
following respectively.
| 12 | | To the Governor,
a salary set by the Compensation Review | 13 | | Board,
together with the use and occupancy of the executive | 14 | | mansion.
| 15 | | To the Lieutenant Governor,
a salary set by the | 16 | | Compensation Review Board.
| 17 | | To the Secretary of State,
a salary set by the Compensation | 18 | | Review Board.
| 19 | | To the Comptroller,
a salary set by the Compensation Review | 20 | | Board.
| 21 | | To the Treasurer,

| 2 | | (b) Notwithstanding subsection (a), beginning on January | 3 | | 9, 2019, the annual salary of each executive officer listed in | 4 | | subsection (a) shall be an amount equal to 90% of the amount of | 5 | | annual salary that the officer would have been eligible to | 6 | | receive if his or her annual salary were calculated under | 7 | | subsection (a) of this Section. | 8 | | (Source: P.A. 89-657, eff. 8-14-96.)

Compensation of General Assembly members. | 13 | | (a) Each member of the General Assembly shall receive an | 14 | | annual salary
of $28,000 or as set by the Compensation Review | 15 | | Board, whichever is
greater. The
following named officers, | 16 | | committee chairmen and committee minority spokesmen
shall | 17 | | receive additional amounts per year for
their services as such | 18 | | officers, committee chairmen and committee
minority spokesmen | 19 | | respectively, as set by the Compensation
Review Board or, as | 20 | | follows, whichever is greater: Beginning the second
Wednesday | 21 | | in January 1989, the Speaker and the minority leader of the

majority leader in the | 24 | | House of Representatives $13,500;

and beginning the second | 8 | | Wednesday in January, 1989, the majority

in the House of | 10 | | Representatives, $10,500 each; beginning
the second Wednesday | 11 | | in January, 1989, the chairman and minority spokesman
of each | 12 | | standing committee of the Senate, except the Rules Committee, | 13 | | the
Committee on Committees, and the Committee on Assignment of | 14 | | Bills, $6,000
each; and beginning the second Wednesday in | 15 | | January, 1989, the chairman and
minority spokesman of each | 16 | | standing and select committee of the House of
Representatives, | 17 | | $6,000 each. A member who serves in more than one
position as | 18 | | an officer, committee chairman, or committee minority | 19 | | spokesman
shall receive only one additional amount based on the | 20 | | position paying the
highest additional amount. | 21 | | (b) Notwithstanding subsection (a), beginning on January | 22 | | 11, 2017 for each member of the House of Representatives and | 23 | | each member of the Senate elected to a 2-year term commencing | 24 | | on January 14, 2015, and beginning January 9, 2019 for all | 25 | | other members of the Senate, the annual salary of each member | 26 | | of the General Assembly and the additional amount that each |

| 1 | | member is eligible to receive for service as an officer, a | 2 | | committee chairman, or a committee
minority spokesman shall be | 3 | | an amount equal to 90% of the sum of (i) the amount of annual | 4 | | salary that the member would have been eligible to receive if | 5 | | his or her annual salary were calculated under subsection (a) | 6 | | and (ii) the additional amount that the member would have been | 7 | | eligible to receive for service as an officer, a committee | 8 | | chairman, or a committee
minority spokesman if that amount were | 9 | | calculated under subsection (a). | 10 | | (c) The
compensation provided for in this Section to be | 11 | | paid per year to members
of the General Assembly, including the | 12 | | additional sums payable per year
to officers of the General | 13 | | Assembly shall be paid in 12 equal monthly
installments. The | 14 | | first such installment is payable on January 31,
1977. All | 15 | | subsequent equal monthly installments are payable on the last
| 16 | | working day of the month. A member who has held office any part | 17 | | of a
month is entitled to compensation for an entire month. | 18 | | (d) Mileage shall be paid at the rate of 20 cents per mile | 19 | | before January
9, 1985, and at the mileage allowance rate in | 20 | | effect under regulations
promulgated pursuant to 5 U.S.C. | 21 | | 5707(b)(2) beginning January 9, 1985, for the number
of actual | 22 | | highway miles necessarily and conveniently traveled by the
most | 23 | | feasible route to be present upon convening of the sessions of | 24 | | the
General Assembly by such member in each and every trip | 25 | | during each
session in going to and returning from the seat of | 26 | | government, to be
computed by the Comptroller. A member |

| 1 | | traveling by public
transportation for such purposes, however, | 2 | | shall be paid his actual cost
of that transportation instead of | 3 | | on the mileage rate if his cost of
public transportation | 4 | | exceeds the amount to which he would be entitled
on a mileage | 5 | | basis. No member may be paid, whether on a mileage basis
or for | 6 | | actual costs of public transportation, for more than one such
| 7 | | trip for each week the General Assembly is actually in session. | 8 | | Each
member shall also receive an allowance of $36 per day for | 9 | | lodging and
meals while in attendance at sessions
of the | 10 | | General Assembly before January 9, 1985; beginning January 9,
| 11 | | 1985, such food and lodging allowance shall be equal to the | 12 | | amount per day
permitted to be deducted for such expenses under | 13 | | the Internal Revenue Code;
however, beginning May 31, 1995, no | 14 | | allowance for food and lodging while in
attendance at sessions | 15 | | is authorized for periods of time after the last day in
May of | 16 | | each calendar year, except (i) if the General Assembly is | 17 | | convened in
special session by either the Governor or the | 18 | | presiding officers of both
houses, as provided by subsection | 19 | | (b) of Section 5 of Article IV of the
Illinois Constitution or | 20 | | (ii) if the
General Assembly is convened to consider bills | 21 | | vetoed, item vetoed, reduced, or
returned with specific | 22 | | recommendations for change by the Governor as provided
in | 23 | | Section 9 of Article IV of the Illinois Constitution. For | 24 | | fiscal year 2011 and for session days in fiscal years 2012, | 25 | | 2013, 2014, and 2015 only (i) the allowance for lodging and | 26 | | meals is $111 per day and (ii) mileage for automobile travel |

| 1 | | shall be reimbursed at a rate of $0.39 per mile. | 2 | | Notwithstanding any other provision of law to the contrary, | 3 | | beginning in fiscal year 2012, travel reimbursement for
General | 4 | | Assembly members on non-session days shall be
calculated using | 5 | | the guidelines set forth by the Legislative
Travel Control | 6 | | Board, except that fiscal year 2012, 2013, 2014, and 2015 | 7 | | mileage reimbursement is set at a rate of $0.39 per mile. | 8 | | (d) If a member dies having received only a portion of the | 9 | | amount payable
as compensation, the unpaid balance shall be | 10 | | paid to the surviving
