SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/3.1-25-100 new

    Amends the Illinois Municipal Code. Creates the consolidated Village of Lynwood-Ford Heights from June 1, 2017 and until May 31, 2025, with the terms of all officers of the Villages of Ford Heights and Lynwood ending on May 31, 2017. Provides that electors of the Village of Lynwood-Ford Heights elect at-large officers during the 2017 and 2021 consolidated elections. Provides that the electors of the Village of Lynwood-Ford Heights shall vote by referendum in the 2024 general election whether to continue the consolidated Village of Lynwood-Ford Heights. Provides that if the electors reject to continue the consolidated Village of Lynwood-Ford Heights, the 2025 elections and Villages of Ford Heights and Lynwood shall revert back to their statuses as existing prior to June 1, 2017.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by adding
5Section 3.1-25-100 as follows:
 
6    (65 ILCS 5/3.1-25-100 new)
7    Sec. 3.1-25-100. Village of Lynwood-Ford Heights.
8Notwithstanding any provision of law to the contrary:
9    (a) Beginning June 1, 2017 and until May 31, 2025, the
10Villages of Ford Heights and Lynwood shall be a single
11municipality with a single municipal government, which may be
12referred to as the Village of Lynwood-Ford Heights.
13    (b) The terms of office of all officers elected for the
14Villages of Ford Heights and Lynwood shall end on May 31, 2017.
15    (c) For the 2017 and 2021 consolidated election cycles, a
16single set of municipal officers shall be elected for the
17Village of Lynwood-Ford Heights, with a single board composed
18of 8 trustees who shall run at-large.
19    (d) For the 2024 general election, a referendum shall be
20voted upon by the electors of the Village of Lynwood-Ford
21Heights. Subject to the referendum form requirements of Section
2216-7 of the Election Code, the referendum shall be in
23substantially the following form on the ballot:

6    (e) If a majority of the electors of the Village of
7Lynwood-Ford Heights approve the referendum described in
8subsection (d), the Village of Lynwood-Ford Heights shall
9continue, and the elections of the Village of Lynwood-Ford
10Heights shall continue to elect officers and trustees under
11subsection (c) at the 2025 consolidated election and each
12consolidated election thereafter.
13    (f) If a majority of the electors of the Village of
14Lynwood-Ford Heights reject the referendum described in
15subsection (d), then:
16        (1) in the 2025 consolidated election, the electors of
17    the former Villages of Ford Heights and Lynwood shall each
18    elect 6 trustees together with all other municipal
19    officers, as they existed prior to June 1, 2017, to their
20    respective villages; and
21        (2) on June 1, 2025, the Village of Ford Heights and
22    the Village of Lynwood shall revert back to their statuses
23    as existing prior to June 1, 2017.
