HOUSE RESOLUTION

 
2    WHEREAS, In April and May 2011, many communities in
3southern Illinois were impacted by historic flooding of the
4Ohio River and other rivers, streams, lakes, and waterways; and
 
5    WHEREAS, The Illinois Department of Natural Resources
6(IDNR) launched into action and responded to the call to save
7lives and protect communities across southern Illinois from the
8unprecedented flooding; along with scores of boats, trucks, and
9ATVs, IDNR committed over 200 staff persons to assist in the
10State's response; and
 
11    WHEREAS, More than 30 members of IDNR's Office of Resource
12Conservation, Scott Bartell, Rob Bartlett, Chris Bickers, Doug
13Carney, Ken Clodfelter, Kurt Daine, Bill Ernest, Les Frankland,
14Mike Garthaus, Nate Goetten, Wayne Herndon, Rob Hilsabeck, Jana
15Hirst, Shawn Hirst, Mike Hooe, Frank Jakubicek, Steve Jenkins,
16Gary Lutterbie, Jim Mick, Barry Newman, Steve Pallo, Jeff
17Pontnack, Dan Sallee, Randy Sauer, Mack Sitzes, Dan Stephenson,
18Mike Warnick, Andy Plauck, Randy Petges, Whitney Schlueter, and
19Lisa Bulinski participated in the State's flood response
20operations; and
 
21    WHEREAS, Over 50 conservation police officers from IDNR's
22Office of Law Enforcement, Director Rafael Gutierrez, Captain

18Zulauf provided emergency response to victims of the flood; and
 
19    WHEREAS, Conservation Police Officers and the Office of
20Resource Conservation's Division of Fisheries provided
21on-the-water security and welfare checks to flooded homes and
22possible occupants; delivered food, water and medical supplies
23to citizens; evacuated over 700 residents and their pets;
24secured more than 500 pieces of large floating debris that
25could be a safety hazard; monitored low-hanging power lines

1supplying electricity to a water treatment facility; delivered
2feed to isolated agricultural facilities to prevent starvation
3of livestock; coordinated emergency response assets with
4State, federal, county, and municipal agencies; transported
5sand bags; conducted over 500 levee inspections; and protected
6residents, first responders, and property by immediately
7responding to levee failures; and
 
8    WHEREAS, IDNR's Office of Land Management, William

7businesses, levees, state parks, and critical infrastructures
8by filling and hauling sandbags; monitored and repaired levees;
9assisted residents with evacuations; replaced critical
10culverts; and coordinated flood response efforts with federal,
11State, county, and local officials; and
 
12    WHEREAS, IDNR's Office of Water Resources, Arlan Juhl, Ted
13Montrey, Jerry Bishoff, Lee Woodward, David Mick, Mike Steskal,
14Paul Schmidt, Brad Hoene, Bill Carrino, Loren Wobig, Brad
15Winters, Wes Cattoor, Bill Milner, Rita Lee, Rick Gosch, and
16Robin Church coordinated with State and federal agencies on a
17daily basis regarding impacts to communities and facilities
18from current and projected flood stages, information that was
19essential to understanding the risks to lives and critical
20infrastructure; and
 
21    WHEREAS, This information involved flood inundation maps
22showing the aerial extent of current and forecasted flooding;
23maps and tables identifying the amount of freeboard available
24at leveed areas and non-leveed communities; identification of

1potential areas of concern resulting from sand boils, levee
2slumps, excessive interior seepage and other potential levee or
3floodwall failures; and identification of actual levee
4failures or overtopping of levees; and
 
5    WHEREAS, 'Additionally, the Office of Water Resources used
6field personnel and other technical contacts to back-check and
7confirm field reports provided to the Illinois Emergency
8Management Agency; set highwater marks at various locations
9that will be used in post-flood evaluations; and provided
10technical assistance to IDNR legal staff regarding activation
11of the Birds Point-New Madrid Floodway in Missouri; and
 
12    WHEREAS, IDNR's Office of Legal Services participated in
13the State's emergency response efforts on behalf of IDNR and
14coordinated with the Governor's Office regarding IDNR's flood
15emergency statutory authority; Chief Legal Counsel Mitchell
16Cohen and Staff Attorney Robert Mool also assisted the Illinois
17Attorney General's Office in responding to a series of legal
18actions by Missouri regarding the U.S. Army Corps of Engineers'
19activation of the Birds Point-New Madrid Floodway; with IDNR's
20legal and technical services, Illinois and the Army Corps of
21Engineers ultimately prevailed in federal court and the
22floodway was activated, reducing the flood threat facing many
23Illinois communities; and

1    WHEREAS, IDNR Deputy Director Travis Loyd was on the ground
2in southern Illinois, helping to coordinate IDNR's emergency
3response operations with local communities impacted by the
4flooding; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we express our gratitude to the dedicated professionals of the
8Illinois Department of Natural Resources for their tireless
9efforts to protect Illinois' people and communities during the
10historic Spring 2011 flooding in southern Illinois; and be it
11further
 
12    RESOLVED, That suitable copies of this resolution be
13presented to Governor Pat Quinn and the Illinois Department of
14Natural Resources Director Marc Miller as a symbol of our
15respect and esteem for the indispensable work of the Illinois
16Department of Natural Resources.
