SYNOPSIS AS INTRODUCED:

ILCON Art. IV, Sec. 11

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the salary or cost of living adjustment of members of the General Assembly may be increased by a joint resolution adopted by two-thirds of the members elected to each house of the General Assembly. Requires that the joint resolution must also be approved by a majority of the electors voting on the question at the next general election following the adoption of the joint resolution. Effective upon being declared adopted.

HOUSE JOINT RESOLUTION

CONSTITUTIONAL AMENDMENT

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Section 11 of Article IV of the Illinois Constitution as follows:

ARTICLE IV

THE LEGISLATURE

(ILCON Art. IV, Sec. 11)

SECTION 11. COMPENSATION AND ALLOWANCES

(a) Except as provided in subsections (b) and (c), a A member shall receive a salary, cost of living adjustment, and allowances as provided by law.

(b) Changes , but changes in the salary of a member shall not take effect during the term for which he or she has been elected. An increase in the cost of living adjustment of a member shall not take effect during the term of which he or she has been elected.

(c) The salary or cost of living adjustment of members of the General Assembly may be increased by a joint resolution adopted by two-thirds of the members elected to each house of the General Assembly. The joint resolution must also be approved by a majority of the electors voting on the question at the next general election following the adoption of the joint resolution.

SCHEDULE

This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
