HOUSE RESOLUTION

 
2    WHEREAS, The Immigrant Family Resource Program (IFRP) is a
3partnership among the Illinois Department of Human Services,
4the Illinois Coalition for Immigrant and Refugee Rights, and
565 partnering community organizations throughout our State;
6and
 
7    WHEREAS, IFRP connects immigrant and refugee families to
8valuable services, including case management, public benefits,
9translation, interpretation, and financial assistance, as they
10move toward economic self-sufficiency; and
 
11    WHEREAS, IFRP serves the full diversity of our State's
12immigrant and refugee population, providing assistance in 59
13languages, including Spanish, Polish, Arabic, Hindi, Urdu,
14Chinese, Korean, Vietnamese, Pashto, Ukrainian, Burmese,
15French, and more; and
 
16    WHEREAS, IFRP assists over 20,000 immigrants and refugees
17each year; and
 
18    WHEREAS, IFRP began in 1999 as a state initiative
19responding to confusion and lack of information in the midst
20of federal cuts to public benefit eligibility for thousands of
21immigrants who are lawfully present in the United States but

1had not yet become U.S. citizens; and
 
2    WHEREAS, IFRP has provided crucial outreach, education,
3and application assistance for immigrants and refugees amid
4often confusing policy changes regarding health care access,
5nutritional assistance, income support, and other needs; and
 
6    WHEREAS, IFRP has used a successful model of working with
7community-based partners that immigrant and refugee families
8often otherwise rely upon and trust for information,
9education, and support services; and
 
10    WHEREAS, IFRP's network has proven nimble and resilient in
11responding to emerging needs, such as the need for culturally
12and linguistically accessible programming during the COVID-19
13pandemic, the arrival of Syrian refugees in the 2010s, Afghans
14fleeing Afghanistan after the Taliban takeover in August 2021,
15Ukrainians leaving Ukraine after the Russian invasion in
16February 2022, and most recently, asylum seekers transported
17from the southern border since August 2022; and
 
18    WHEREAS, IFRP has enjoyed consistent bipartisan support
19from Republican and Democratic governors and legislators
20throughout the past 25 years; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE

1HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2we congratulate the Immigrant Family Resource Program for its
325 years of service to our State's immigrant and refugee
4families in assisting them on their path to self-sufficiency
5and integration into our State's economy and community; and be
6it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the Illinois Coalition for Immigrant and Refugee
9Rights as an expression of respect and appreciation for their
10work.
