SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Hubbard Bowman "Hub" Neighbour, who
4passed away on November 15, 2022; and
 
5    WHEREAS, Hub Neighbour was born in Moline to Leonard B.
6and Lois Hubbard Neighbour on March 26, 1925; he graduated
7from Moline High School in 1942 and attended Iowa State
8University in Ames from 1942 to 1943, pursuing a degree in
9mechanical engineering; when World War II began, he
10volunteered for the U.S. Navy and was sent to Midshipman
11School at Columbia University in New York, where he was
12commissioned as an ensign; he attended amphibious school in
13San Diego and was aboard the USS Heywood as a lieutenant when
14the war ended in August of 1945; after the Heywood was
15decommissioned in Boston, he was sent to the Materials
16Redistribution office in Chicago; he married Marjorie Nitsch
17on January 20, 1951; and
 
18    WHEREAS, Hub Neighbour completed his degree in mechanical
19engineering at Northwestern University in 1945; he worked for
20Deere & Co. for one year and then returned to Northwestern to
21pursue a degree in law, graduating in 1950; he began his law
22practice at McDonald and McCracken before joining the firm of
23Bozeman, Moran, and Clockau in 1954; he and Virgil Bozeman

1founded the law firm of Bozeman & Neighbour on January 1, 1956,
2which would ultimately become the firm of Bozeman, Neighbour,
3Patton, and Noe; and
 
4    WHEREAS, Hub Neighbour served as Moline City Attorney from
51961 to 1969; he was admitted to practice before the Illinois
6Supreme Court and the 7th Circuit United States Court of
7Appeals in Chicago and was honored by admission to practice
8before the United States Supreme Court; he also served on many
9committees and boards, including as chairman of the
10Professional Ethics Committee of the Illinois Supreme Court
11for 10 years, secretary and board member of the Moline
12Foundation for 20 years, and president of the Rock Island
13County Bar Association; he was a lifetime member of the
14Workers' Compensation Lawyers Association, the Illinois State
15Bar Association, and the American Bar Association; he was also
16a proud board member of Short Hills Country Club; and
 
17    WHEREAS, Hub Neighbour accumulated a remarkable variety of
18experiences and pursued many interests and hobbies, including
19the study of jazz piano, aviation, mathematics, literature,
20philosophy, history, and world travel; he will be remembered
21for his wealth of stories, immense wit, and genuine interest
22in others; he was a gentleman of the highest order, a loving
23friend to all, and a cherished husband, father, and
24grandfather; and

1    WHEREAS, Hub Neighbour was preceded in death by his wife
2of 53 years, Marjorie; his daughter, Carol; and his parents;
3and
 
4    WHEREAS, Hub Neighbour is survived by his children, David
5(Deb) Neighbour and Amy (Jeff) VanEchaute, and his
6grandchildren, Sarah Neighbour, Margaret VanEchaute (Scott
7Worthington), James (Tawnya) VanEchaute, and Clare VanEchaute
8(Jake Lavacot); therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
11Hubbard Bowman "Hub" Neighbour and extend our sincere
12condolences to his family, friends, and all who knew and loved
13him; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Hub Neighbour as an expression of
16our deepest sympathy.
