SYNOPSIS AS INTRODUCED:
 
20 ILCS 1005/1005-168 new

    Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Requires the Department of Employment Security to consult with private cybersecurity experts on the best practices to identify and prevent fraudulent applications for benefits and fraudulent receipt of benefits under the unemployment insurance program and other programs administered by the Department. Requires the Department to maintain a cloud-based system to detect and prevent fraud. Requires the Department to hire an in-house officer to implement and monitor the cloud-based system. Requires the in-house officer to develop and implement additional internal Department controls designed to detect, deter, mitigate, and prevent fraud.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Employment Security Law of
5the Civil Administrative Code of Illinois is amended by adding
6Section 1005-168 as follows:
 
7    (20 ILCS 1005/1005-168 new)
8    Sec. 1005-168. Recipient fraud detection and prevention.
9The Department of Employment Security shall consult with
10private cybersecurity experts on the best practices to
11identify and prevent fraudulent applications for benefits and
12fraudulent receipt of benefits under the unemployment
13insurance program and other programs administered by the
14Department. The Department shall maintain a cloud-based system
15to detect and prevent fraud. The Department shall hire an
16in-house officer to implement and monitor the cloud-based
17system. The in-house officer shall also develop and implement
18additional internal Department controls designed to detect,
19deter, mitigate, and prevent fraud.
