SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Elaine S. Novak of Northbrook, who passed
4away on June 26, 2013; and
 
5    WHEREAS, Elaine Novak was born on September 14, 1949; and
 
6    WHEREAS, Elaine Novak served as a State of Illinois
7employee for over 24 years; she had worked as the Associate
8Director for Hospital Operations for the Division of Mental
9Health since 2009, and previously served as Hospital
10Administrator at Chicago Read Mental Health Center; she also
11contributed to the Rock Creek Center, the Rush-Presbyterian
12Saint Luke's Medical Center, the hospital and clinics at the
13University of Illinois, and the Illinois Psychiatric
14Institute; and
 
15    WHEREAS, Elaine Novak shared her expertise, experience,
16and leadership with numerous organizations, including as
17Chairperson to Chicago State University's Department of
18Occupational Therapy Advisory Council, the Institutional
19Review Board of the Rock Creek Center, and the Administrative
20Special Interest Section of the Illinois Occupational Therapy
21Association; she also served as President of the Illinois
22Occupational Therapy Association for 4 years; and

1    WHEREAS, Elaine Novak helped to significantly improve the
2quality of care delivered in State psychiatric hospitals; she
3was committed to patients and the mental health system; she is
4most known for her work in protecting the civil liberties of
5people in State care by reducing the use of seclusion and
6restraints and creating coercion-free environments in State
7hospitals; therefore, be it
 
8    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
9ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
10Elaine S. Novak, and extend our sincere condolences to her
11family, friends, and all who knew and loved her; and be it
12further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of Elaine Novak as an expression of our
15deepest sympathy.
