SENATE RESOLUTION

 
2    WHEREAS, The ability for police officers to safely and
3effectively carry out their official duties is of utmost
4importance to the health, safety, and welfare of all persons in
5the State of Illinois; and
 
6    WHEREAS, Recent news reports have raised the issue of a
7need for Illinois police agencies to have uniform standards for
8recognizing alcohol impairment and addressing that impairment;
9and
 
10    WHEREAS, There is need for review of the standards used by
11police departments to recognize and address alcohol
12impairment; and
 
13    WHEREAS, It is in the best interest of the people of the
14State of Illinois to foster a safe environment for police
15officers and the citizens they serve by facilitating the use of
16uniform alcohol impairment policies by police agencies within
17the State; and
 
18    WHEREAS, The Illinois Law Enforcement Training Standards
19Board is responsible for certifying officers and setting
20standards for officer fitness throughout the State of Illinois;
21therefore, be it

1    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Law
3Enforcement Training Standards Board is urged to convene a Task
4Force on Alcohol Impairment within one month after the adoption
5of this resolution to study and evaluate all available and
6relevant data for the purpose of presenting to the Board a
7recommendation for an alcohol impairment model policy for
8police agencies in the State of Illinois; and be it further
 
9    RESOLVED, That the Task Force shall be composed of the
10following members:
11        (1) one designee of the Illinois Law Enforcement
12Training Standards Board, who shall act as chair of the Task
13Force;
14        (2) one designee from a state-wide police labor union;
15        (3) one designee from the Illinois Fraternal Order of
16Police;
17        (4) one designee from the Illinois Police Benevolent
18and Protective Association;
19        (5) one designee from the Illinois Association of
20Chiefs of Police;
21        (6) one designee from the Illinois Sheriffs'
22Association;
23        (7) one designee from the Illinois chapter of the
24National Alliance for Mental Health; and

1        (8) other such members as the chair may designate; and
2be it further
 
3    RESOLVED, That the members of this Task Force shall serve
4without compensation; the Illinois Law Enforcement Training
5Standards Board shall provide administrative support to the
6Task Force; and be it further
 
7    RESOLVED, That the Board shall submit to the General
8Assembly for its consideration, no later than December 31,
92013, its recommendation for a standardized alcohol impairment
10model policy; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the Illinois Law Enforcement Training Standards
13Board.
