Amends the Illinois Police Training Act, the Illinois Fire Protection Training Act, and the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Law Enforcement Training Standards Board, the Office of the State Fire Marshal, and the Department of Public Health shall work with a statewide organization dealing with Alzheimer's disease to develop, adopt, or otherwise approve training courses regarding the risks associated with Alzheimer's disease and appropriate Alzheimer's disease recognition and response techniques. Requires police officers, persons seeking certification in a position of firefighter 1 or 2, and emergency medical technicians to satisfactorily complete an education course in Alzheimer's disease recognition and response techniques. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Police Training Act is amended by | 5 | | adding Section 10.16 as follows: | 6 | | (50 ILCS 705/10.16 new) | 7 | | Sec. 10.16. Alzheimer's recognition and response; | 8 | | training. | 9 | | (a) The Board shall work with a statewide organization | 10 | | dealing with Alzheimer's disease to develop, adopt, or | 11 | | otherwise approve a training course regarding the risks | 12 | | associated with Alzheimer's disease and appropriate | 13 | | Alzheimer's disease recognition and response techniques. | 14 | | (b) The training may take the form of Internet, DVD, CD | 15 | | ROM, or classroom-based instruction. Nothing in this Act shall | 16 | | impose a train-the-trainer level requirement. | 17 | | (c) Beginning on the effective date of this amendatory Act | 18 | | of the 98th General Assembly, a police officer must | 19 | | satisfactorily complete an education course in Alzheimer's | 20 | | disease recognition and response techniques before he or she is | 21 | | certified. | 22 | | Section 10. Nothing in this Act shall | 12 | | impose a train-the-trainer level requirement. | 13 | | (c) Every person who, after the effective date of this | 14 | | amendatory Act of the 98th General Assembly, is seeking | 15 | | certification in a position of firefighter 1 or 2, whose duties | 16 | | involve fire suppression, firefighting, or fire rescue, | 17 | | whether as a volunteer or as a paid employee, must | 18 | | satisfactorily complete an education course in Alzheimer's | 19 | | disease recognition and response techniques after the | 20 | | effective date of this amendatory Act of the 98th General | 21 | | Assembly. | 22 | | Section 15. The Emergency Medical Services (EMS) Systems | 23 | | Act is amended by adding Section 3.52 as follows: |

Alzheimer's recognition and response; training. | 3 | | (a) The Department shall work with a statewide organization | 4 | | dealing with Alzheimer's disease to develop, adopt, or | 5 | | otherwise approve a training course and curriculum with the | 6 | | purpose of informing emergency medical technicians of the risks | 7 | | associated with Alzheimer's disease, as well as providing | 8 | | instruction in appropriate Alzheimer's disease recognition and | 9 | | response techniques. | 10 | | (b) The training may take the form of Internet, DVD, CD | 11 | | ROM, or classroom-based instruction. Nothing in this Act shall | 12 | | impose a train-the-trainer level requirement. | 13 | | (c) Before being certified by the Department, each | 14 | | emergency medical technician trained in basic life support | 15 | | services must satisfactorily complete the training course | 16 | | developed under subsection (a). Every person who, on the | 17 | | effective date of this amendatory Act of the 98th General | 18 | | Assembly, is serving in a capacity as a certified emergency | 19 | | medical technician must satisfactorily complete a continuing | 20 | | education course in Alzheimer's disease recognition and | 21 | | response techniques within 18 months after the effective date | 22 | | of this amendatory Act of the 98th General Assembly.
| 23 | | Section 99. Effective date. This Act takes effect upon | 24 | | becoming law.
