1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160 new)
7    Sec. 2-3.160. Career and technical education incentive
8grants.
9    (a) Subject to a separate appropriation for this purpose,
10the State Board of Education shall:
11        (1) annually confer with the Illinois Community
12    College Board to identify industries and occupations
13    within this State that face workforce shortages or
14    shortages of adequately trained, entry-level workers;
15        (2) annually notify school districts of the identified
16    industries and occupations and make this information
17    available on its Internet website; and
18        (3) approve industry-recognized certification programs
19    designed to mitigate workforce shortages in any of the
20    industries or occupations identified under item (1) of this
21    subsection.
22    (b) Beginning with the 2015-2016 school year, the State
23Board of Education shall annually award incentive grants from

1funds appropriated for that purpose to school districts in the
2amount of $1,000 per pupil for each pupil in the school
3district who, in the prior school year, obtained a high school
4diploma or a technical education high school diploma from a
5school in the school district if:
6        (1) the school district has an industry-recognized
7    certification program approved under item (3) of
8    subsection (a) of this Section; and
9        (2) the pupil successfully completed the
10    industry-recognized certification program in any school
11    year in which the program was approved by the State Board
12    of Education.
13    (c) If the funds appropriated in any fiscal year are
14insufficient to pay the full amount under subsection (b) of
15this Section, the State Board of Education shall prorate the
16amount of its payments among school districts eligible for an
17incentive grant under this Section.
 
18    Section 99. Effective date. This Act takes effect July 1,
192015.
