1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Safety Drill Act is amended by
5changing Section 25 as follows:
 
6    (105 ILCS 128/25)
7    Sec. 25. Annual review.
8    (a) Each public school district, through its school board
9or the board's designee, shall conduct a minimum of one annual
10meeting at which it will review each school building's
11emergency and crisis response plans, protocols, and procedures
12and each building's compliance with the school safety drill
13programs. The purpose of this annual review shall be to review
14and update the emergency and crisis response plans, protocols,
15and procedures and the school safety drill programs of the
16district and each of its school buildings. This review must be
17at no cost to the school district.
18    (b) Each school board or the board's designee is required
19to participate in the annual review and to invite each of the
20following parties to the annual review and provide each party
21with a minimum of 30-days' notice before the date of the annual
22review:
23        (1) The principal of each school within the school

1    district or his or her official designee.
2        (2) Representatives from any other education-related
3    organization or association deemed appropriate by the
4    school district.
5        (3) Representatives from all local first responder
6    organizations to participate, advise, and consult in the
7    review process, including, but not limited to:
8            (A) the appropriate local fire department or
9        district;
10            (B) the appropriate local law enforcement agency;
11            (C) the appropriate local emergency medical
12        services agency if the agency is a separate, local
13        first responder unit; and
14            (D) any other member of the first responder or
15        emergency management community that has contacted the
16        district superintendent or his or her designee during
17        the past year to request involvement in a school's
18        emergency planning or drill process.
19        (4) The school board or its designee may also choose to
20    invite to the annual review any other persons whom it
21    believes will aid in the review process, including, but not
22    limited to, any members of any other education-related
23    organization or the first responder or emergency
24    management community.
25    (c) Upon the conclusion of the annual review, the school
26board or the board's designee shall sign a one page report,

1which may be in either a check-off format or a narrative
2format, that does the following:
3        (1) summarizes the review's recommended changes to the
4    existing school safety plans and drill plans;
5        (2) lists the parties that participated in the annual
6    review, and includes the annual review's attendance
7    record;
8        (3) certifies that an effective review of the emergency
9    and crisis response plans, protocols, and procedures and
10    the school safety drill programs of the district and each
11    of its school buildings has occurred;
12        (4) states that the school district will implement
13    those plans, protocols, procedures, and programs, during
14    the academic year; and
15        (5) includes the authorization of the school board or
16    the board's designee.
17    (d) The school board or its designee shall send a copy of
18the report to each party that participates in the annual review
19process and to the appropriate regional superintendent of
20schools. If any of the participating parties have comments on
21the certification document, those parties shall submit their
22comments in writing to the appropriate regional
23superintendent. The regional superintendent shall maintain a
24record of these comments. The certification document may be in
25a check-off format or narrative format, at the discretion of
26the district superintendent.

1    (e) The review must occur at least once during the fiscal
2year, at a specific time chosen at the school district
3superintendent's discretion.
4    (f) A private school shall conduct a minimum of one annual
5meeting at which the school must review each school building's
6emergency and crisis response plans, protocols, and procedures
7and each building's compliance with the school safety drill
8programs of the school. The purpose of this annual review shall
9be to review and update the emergency and crisis response
10plans, protocols, and procedures and the school safety drill
11programs of the school. This review must be at no cost to the
12private school.
13    The private school shall invite representatives from all
14local first responder organizations to participate, advise,
15and consult in the review process, including, but not limited
16to, the following:
17        (1) the appropriate local fire department or fire
18    protection district;
19        (2) the appropriate local law enforcement agency;
20        (3) the appropriate local emergency medical services
21    agency if the agency is a separate, local first responder
22    unit; and
23        (4) any other member of the first responder or
24    emergency management community that has contacted the
25    school's chief administrative officer or his or her
26    designee during the past year to request involvement in the

3    Section 99. Effective date. This Act takes effect upon
4becoming law.
