1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Specialized Mental Health Rehabilitation
5Act of 2013 is amended by changing Section 1-101.6 as follows:
 
6    (210 ILCS 49/1-101.6)
7    Sec. 1-101.6. Mental health system planning. The General
8Assembly finds the services contained in this Act are necessary
9for the effective delivery of mental health services for the
10citizens of the State of Illinois.
11    The General Assembly also finds that the mental health and
12substance use system in the State requires further review to
13develop additional needed services.
14     To ensure the adequacy of community-based services and to
15offer choice to all individuals with serious mental illness and
16substance use disorders or conditions who choose to live in the
17community, and for whom the community is the appropriate
18setting, but are at risk of institutional care, the Governor's
19Office of Health Innovation and Transformation shall oversee a
20process for (i) identifying needed services in the different
21geographic regions in the State and (ii) identifying the
22financing strategies for developing those needed services.
23Governor shall convene a working group to develop the process

1and procedure for identifying needed services in the different
2geographic regions of the State.
3    The process shall address or examine the need and financing
4strategies for the following:
5        (1) Network adequacy in all 102 counties of the State
6    for: (i) health homes authorized under Section 2703 of the
7    federal Patient Protection and Affordable Care Act; (ii)
8    systems of care for children; (iii) care coordination; and
9    (iv) access to a full continuum of quality care, treatment,
10    services, and supports for persons with serious emotional
11    disturbance, serious mental illness, or substance use
12    disorder.
13        (2) Workforce development for the workforce of
14    community providers of care, treatment, services, and
15    supports for persons with mental health and substance use
16    disorders and conditions.
17        (3) Information technology to manage the delivery of
18    integrated services for persons with mental health and
19    substance use disorders and medical conditions.
20        (4) The needed continuum of statewide community health
21    care, treatment, services, and supports for persons with
22    mental health and substance use disorders and conditions.
23        (5) Reducing health care disparities in access to a
24    continuum of care, care coordination, and engagement in
25    networks.

1Transformation shall include the Division of Alcoholism and
2Substance Abuse and the Division of Mental Health in the
3Department of Human Services, the Department of Healthcare and
4Family Services, the Department of Public Health The Governor
5shall include the Division of Mental Health of the Department
6of Human Services, the Department of Healthcare and Family
7Services, the Department of Public Health, community mental
8health and substance use providers, statewide associations of
9mental health and substance use providers, mental health and
10substance use advocacy groups, and any other entity as deemed
11appropriate for participation in the process of identifying
12needed services and financing strategies as described in this
13Section working group.
14    The Office of Health Innovation and Transformation shall
15report its findings and recommendations to the General Assembly
16by July 1, 2015.
17    This Section is repealed on July 1, 2016.
18    The Department of Human Services shall provide staff and
19support to this working group.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
