HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Lieutenant Colonel
4Scott D. Abbott on the occasion of his retirement from the
5Illinois State Police on November 30, 2013; and
 
6    WHEREAS, Lt. Col. Abbott was appointed to Illinois State
7Police Cadet Class #84 on August 21, 1989 and graduated from
8the academy on January 5, 1990; he was assigned to District 11;
9and
 
10    WHEREAS, Lt. Col. Abbott joined the staff at the Illinois
11State Police Academy on March 1, 1995 and he was promoted to
12Sergeant on March 16, 1996; he was promoted to Master Sergeant
13on September 25, 1998; and
 
14    WHEREAS, Lt. Col. Abbott transferred back to the Division
15of Operations on January 16, 2005 and he was promoted to
16Lieutenant on December 16, 2005; as Lieutenant in the Division
17of Operations, he created the Motorcycle Enforcement Bureau in
18June 2006, which began with only 42 motorcycle patrol officers,
19and by the end of its first summer, had issued 17,167
20citations; and
 
21    WHEREAS, Lt. Col. Abbott was promoted to Captain on June 1,

12008 and then to Region 3 Commander on February 1, 2013; on
2June 16, 2009 he transferred to Region 4; and
 
3    WHEREAS, Lt. Col. Abbott was promoted to Lieutenant Colonel
4of the Division of Administration on February 1, 2013; he
5played a vital role in the implementation of Illinois's new
6concealed carry law; and
 
7    WHEREAS, Lt. Col. Abbott served his country in the United
8States Marine Corps from 1981 to 1986, achieving the rank of
9Corporal E-4 as an Aircraft Firefighting and Rescue Specialist;
10he and his wife, Jan, have 4 daughters, Michelle, Emily,
11Courtney, and Melody; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we congratulate Lieutenant Colonel Scott D. Abbott on the
15occasion of his retirement, and wish him the best in all his
16future endeavors; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Lt. Col. Abbott as an expression of our esteem and
19respect.
