HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to honor Ann Hilton Fisher of Forest Park on the occasion of her service as a member of the Illinois Comprehensive Health Insurance Plan Board; and

WHEREAS, Ann Hilton Fisher was appointed to the Illinois Comprehensive Health Insurance Plan (CHIP) Board on May 1, 2008; she served on the board faithfully until June 13, 2013; and

WHEREAS, During her service on the Illinois Comprehensive Health Insurance Plan Board, Ann Hilton Fisher served as Chair of the General Counsel Search Committee; she also served on the Underwriting and Carrier Oversight Committee; and

WHEREAS, Ann Hilton Fisher is a graduate of the University of Michigan and Wayne State University Law School; she subsequently completed a clerkship with the Hon. Judge Fairchild of the Court of Appeals for the Seventh Circuit before joining the Legal Assistance Foundation of Chicago, where she served as a supervising attorney; and

WHEREAS, Ann Hilton Fisher has concentrated in representing people with disabilities for the last 20 years; she is a member of the American Bar Association AIDS Coordinating Committee; she has also served as Executive Director of the AIDS Legal Council of Chicago since 1997; and

WHEREAS, Ann Hilton Fisher was the recipient of the Lawyers Trust Fund's Ester R. Rothstein Award in 2001 for her leadership, integrity, and commitment to ensuring access to justice; she was also honored by the Chicago Bar Association and the Chicago Bar Foundation with the 2007 Thomas H. Morsch Public Service Award, which honors exemplary lawyers who choose public service work as a career; and

WHEREAS, Ann Hilton Fisher is well known by her peers as a great advocate for the participants of the Illinois Comprehensive Health Insurance Plan program; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we honor Ann Hilton Fisher on the occasion of her service as a member of the Illinois Comprehensive Health Insurance Plan Board and wish her continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Ann Hilton Fisher as a symbol of our esteem and respect.
