HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives recognizes that the State Board of Education's
4decision to implement, both, the Common Core Standards and the
5Partnership for Assessment of Readiness for College and
6Career's were not authorized by the Illinois State Legislature;
7and
 
8    WHEREAS, In 2010, Illinois became one of 48 states to opt
9in for the Common Core Standards by accepting federal funds
10from the American Recovery and Reinvestment Act and through the
11Race to the Top Initiative of the federal government; and
 
12    WHEREAS, Over the next few years, the Common Core
13Standards, which are largely untested in the United States,
14will substantively change the educational standards for
15students in Illinois, thus affecting every teacher and student
16in the State; and
 
17    WHEREAS, There are many unknown and significant costs
18associated with the Common Core Standards and the Partnership
19for Assessment of Readiness for College and Career's; and
 
20    WHEREAS, The only substantive cost analysis of the
21implementation of the Common Core Standards was conducted by

1the Pioneer Institute, a non-partisan, privately funded
2research organization, which estimates the financial impact
3for Illinois to be close to $773 million over 7 years; and
 
4    WHEREAS, There are many school districts who lack the
5technology, infrastructure, and funding to create an
6environment for the online standards testing required by the
7Partnership for Assessment of Readiness for College and
8Career's or the new textbooks that will be needed to teach to
9the Common Core Standards; and
 
10    WHEREAS, The State Board of Education has not secured
11funding for schools that will need curricular, technological,
12and infrastructure upgrades; and
 
13    WHEREAS, The most recent data shows that close to 67% of
14school districts are operating with a deficit, the prospect of
15a pension cost-shift, and other expensive unfunded mandates by
16the State; and
 
17    WHEREAS, It is inconceivable to require districts to incur
18costs to upgrade schools in their respective districts because
19the State Board of Education unilaterally made the decision to
20move to the Common Core Standards, without counsel from local
21school districts, without a strong Statewide informational
22campaign about the Common Core Standards, and without

1performing a cost analysis for local school districts and the
2State; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we urge State Superintendent Koch and the State Board of
6Education to delay the implementation of the Common Core
7Standards until a Board authorized and conducted study shows
8the costs associated with the Common Core Standards and the
9Partnership for Assessment of Readiness for College and
10Career's; and be it further
 
11    RESOLVED, That the State Board of Education and General
12Assembly create a viable plan to provide funding to school
13districts that need improvements and modernizations to comply
14with the new Common Core Standards and the Partnership for
15Assessment of Readiness for College and Career's; and be it
16further
 
17    RESOLVED, That suitable copies of this resolution be
18presented to the State Board of Education and all members of
19the Illinois General Assembly.
