HOUSE RESOLUTION

 
2    WHEREAS, The federal Income Tax Code requires, under
3penalty of law, that individual United States citizens and
4business firms incorporated in the United States reveal
5intimate information and details about their incomes, personal
6lives, and political opinions; and
 
7    WHEREAS, Since the enactment of the first federal income
8tax law in 1913, the Internal Revenue Service has promised
9individual autonomy and freedom from political harassment to
10Americans who comply with federal income tax law; and
 
11    WHEREAS, Recent news reports indicate that starting in 2010
12personnel of the federal Internal Revenue Service, including
13high-ranking and supervisory personnel, acting in apparent
14defiance of federal law and the freedom and autonomy of
15individual Americans, have singled out American individuals
16and groups based upon their apparent political leanings; and
 
17    WHEREAS, These reports indicate that certain nonprofit
18groups have been singled out for denial or delay in recognition
19of their nonprofit standing based upon these groups use of
20identification words favored by political conservatives,
21including "Tea Party", "patriot", and "9/12"; and

1    WHEREAS, The policy represented by this reported conduct
2constitutes an attempt to chill the speech of political
3opponents and silence actual and potential political dissent,
4in defiance of the fundamental rights enjoyed by the American
5people; and
 
6    WHEREAS, We commend the work of the United States Congress
7in investigating the threat to the fundamental liberties of
8Americans represented by this alleged conduct, and demand that
9these reports be investigated as promptly and thoroughly as
10possible; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we urge the White House, the Office of the United States
14Secretary of the Treasury, and the Internal Revenue Service to
15comply with all requests related to Congressional inquiries
16without any delay, including making available all IRS employees
17involved in designing and implementing these prohibited
18political screenings; and be it further
 
19    RESOLVED, That copies of this resolution be delivered to
20the President of the United States, the Secretary of the
21Treasury, the acting Commissioner of the Internal Revenue
22Service, the Speaker of the U.S. House of Representatives, the
23U.S. Senate Majority Leader, and each member of the Illinois
