HOUSE RESOLUTION

 
2    WHEREAS, Governor Pat Quinn has announced his intention to
3transition care from State Operated Developmental Centers; as
4part of that initiative, he has proposed the closure of the
5Warren G. Murray Developmental Center; and
 
6    WHEREAS, On April 19 2013, Governor Quinn announced that
7residents of the Warren G. Murray Developmental Center will
8begin moving out of the facility; and
 
9    WHEREAS, The Warren G. Murray Developmental Center has
10provided exceptional care to its residents since 1964; and
 
11    WHEREAS, The Warren G. Murray Developmental Center serves
12as the home to more than 275 severely developmentally-disabled
13individuals, many of whom cannot function on their own or
14without constant care; and
 
15    WHEREAS, The closure of the Warren G. Murray Developmental
16Center would result in the displacement of 276 residents and
17directly impacting the lives of 225 families; and
 
18    WHEREAS, The State of Illinois does not have viable
19alternative options of care for the residents upon their
20displacement; and

1    WHEREAS, The State has begun a study of the results of the
2closure of the Jacksonville Developmental Center; and
 
3    WHEREAS, The Department of Human Services has not had the
4time to observe and track the progress of former residents of
5the Jacksonville Developmental Center; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we urge the Governor to stop the closure process of the Warren
9G. Murray Developmental Center; and be it further
 
10    RESOLVED, That we request that the Governor complete and
11review the study of the closure of the Jacksonville
12Developmental Center before the process of closing other State
13Operated Developmental Centers begins; and be it further
 
14    RESOLVED, That suitable copies of this resolution is
15presented to the Governor and to the Secretary of the
16Department of Human Services.
