HOUSE RESOLUTION

 
2    WHEREAS, During the 97th General Assembly, a tax incentive
3package was approved for the Sears Holdings Corporation in
4order to ensure that the company would remain in the State and
5continue to provide jobs to thousands of Illinois citizens; and
 
6    WHEREAS, The tax incentive package enabled Sears to receive
7$15 million in annual tax credits for 10 years and extend a
8special taxing district that reduces the company's local
9property tax rates for 15 years; and
 
10    WHEREAS, Less than 2 weeks after the tax incentive package
11was finalized, Sears announced that it planned to close more
12than 100 Sears and Kmart stores throughout the nation; the
13company also laid off 100 workers at its headquarters in
14Hoffman Estates and closed the Sears store in Calumet City,
15which resulted in 164 employees left without gainful
16employment; and
 
17    WHEREAS, As an Illinois corporate resident, the General
18Assembly passed legislation in good faith to assist with
19keeping the Sears headquarters in Illinois and safeguarding the
20jobs of Illinoisans; by closing stores and taking jobs away
21from Illinois taxpayers, Sears has abandoned Illinois and its
22communities; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we urge the Sears Holdings Corporation to reconsider the
4financial impact that the removal of jobs has on rebuilding
5communities and to pay back any tax incentive revenue received
6in Fiscal Years 2012 and 2013; and be it further
 
7    RESOLVED, That we urge the Illinois Attorney General's
8Office to review the actions taken by the Sears Holding
9Corporation regarding the tax incentive program; and be it
10further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the Illinois Attorney General and the Sears
13Holdings Corporation.
