HOUSE RESOLUTION

 
2    WHEREAS, Arlene J. Mulder has served the citizens of
3Arlington Heights for 20 years as Village President; and
 
4    WHEREAS, Prior to being elected as Village President,
5Arlene Mulder served for 2 years as a Trustee on the Village
6Board, and for 12 years as a Commissioner on the Arlington
7Heights Park District Board before that; and
 
8    WHEREAS, Arlene Mulder was a tireless advocate for the best
9interests of Arlington Heights, accepting many leadership
10positions which increased the visibility of the Village on the
11local, State, and national levels; and
 
12    WHEREAS, Arlene Mulder has been an elected member of the
13U.S. Conference of Mayors Executive Board, Vice President of
14the Illinois Municipal League, 2002/2003 Executive Board
15President of the Northwest Municipal Conference, and Vice
16Chairman of the Chicago Area Transportation Council of Mayors;
17and
 
18    WHEREAS, Arlene Mulder has been an
19internationally-recognized leader on issues of aircraft noise
20mitigation, winning the Jay Hollingsworth Speas award in 2005
21for her work as Chair of the O'Hare Noise Compatibility

1Commission; and
 
2    WHEREAS, Arlene Mulder played a leading role in the
3economic development of Arlington Heights; under her
4leadership, the Village has received numerous awards,
5including the 1999 and 2008 Burnham awards for "Excellence in
6Planning" from the Metropolitan Planning Council, the 2000
7James C. Howland Award for "Municipal Enrichment" from the
8National League of Cities, the 2001 Award for "Implementation
9of the Central Business District" from the American Planning
10Association, and the 2010 Chaddick "Municipal Development
11Process" Award; and
 
12    WHEREAS, During Arlene Mulder's tenure as Village
13President, Arlington Heights was named one of the "Top 100
14Places to Live" by Money Magazine in 2010; the Village also
15received the "Tree City USA" Award from the National Arbor Day
16Foundation in each year of her tenure; and
 
17    WHEREAS, Arlene Mulder was always a strong proponent of
18both government fiscal transparency and public safety, earning
19the Village the Government Finance Officers Association's
20"Distinguished Budget Award" each year she served as Village
21President, as well as the 2012 "Safe Communities" Award from
22the National Safety Council; and

1    WHEREAS, During her more than 34 years of elected community
2service to Arlington Heights, Arlene Mulder has been an
3energetic, effective, and dedicated leader who has fostered an
4atmosphere of respect, consensus, and achievement and has made
5herself and the offices she held available to all segments of
6the community; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we honor Arlene J. Mulder on the occasion of her retirement
10after her 34 years of service to Arlington Heights, recognize
11her many accomplishments during those years in serving her
12constituents, and wish her well in all of her future endeavors;
13and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to Arlene Mulder as an expression of our esteem and
16respect.
