HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Richard Walker,
4Director of Parks & Recreation, Zion Park District, as he steps
5down from his position; and
 
6    WHEREAS, Richard Walker has been director for 5 years and
7worked in the parks & recreation field for over 22 years before
8becoming director; and
 
9    WHEREAS, As director, Richard Walker oversaw a budget of
10more than $2.1 million and supervised more than 70 full and
11part-time staff members; he developed and implemented
12marketing strategies for the park district and its facilities,
13solicited and secured funding support for events and programs,
14established and articulated the philosophy of the special
15facilities of the Zion Park District, and helped participate in
16the "team approach" for the development of Shepherd's Crook
17Golf Course, the renovation of the Shiloh Park Pool, and the
18current renovation of the Park District Leisure Center and
19Senior Center; and
 
20    WHEREAS, Richard Walker developed, implemented, and
21coordinated a series of extended group tours for selected
22markets, served as staff liaison to the Save the Rink

1Committee, prepared and filed all documents for the
2establishment of the Zion Park District Foundation, and
3planned, submitted for approval, and conducted all aspects of
4the annual 4th of July Celebration and the annual Jubilee Days
5Festival Parade; and
 
6    WHEREAS, Before assuming the duties of director, Richard
7Walker was the Zion Park District Superintendent of Special
8Facilities since November 1988; before becoming Superintendent
9of Special Facilities, he was the Zion Park District Special
10Events Director from September 1985 to November 1988, the
11Grayslake Community Park District Director of Parks &
12Recreation from April 1978 to September 1985, and the Crystal
13Lake Park District Superintendent of Recreation from June 1976
14to March 1978; and
 
15    WHEREAS, Richard Walker received a bachelors of science in
16park administration from Illinois State University in 1975; he
17is a member of the Illinois Park & Recreation Association, the
18National Park & Recreation Association, past president and
19current executive director of the Jubilee Days Festival
20Commission, current president and board of directors member for
21the Special Recreation Services of Northern Lake County,
22current member and executive board member and past president
23and vice-president of the Zion Exchange Club, current
24secretary/treasurer of the Zion Park District Foundation, and a

1current member and past chair of the Finance Committee and
2Building Construction Committee for the Shepherd of the Lakes
3Lutheran Church; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we congratulate Richard Walker, Director of Parks & Recreation,
7Zion District, as he begins his retirement, thank him for his
8service to his community, and wish him all the best in his
9future endeavours; and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to Richard Walker as an expression of our esteem and
12respect.
