HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Richard
4G. "Dick" Rawlings of Jacksonville, who passed away on July 25,
52014; and
 
6    WHEREAS, Dick Rawlings was born on January 25, 1941 in
7Franklin; he graduated from Franklin High School in 1959; and
 
8    WHEREAS, Dick Rawlings served in the United States Army
9until his honorable discharge in October of 1969; and
 
10    WHEREAS, Dick Rawlings earned a Bachelor of Science degree
11in civil engineering from Bradley University in 1971; and
 
12    WHEREAS, Dick Rawlings subsequently returned to Morgan
13County and selflessly dedicated his time and unique talents to
14better his community, a place that loved him as much as he
15loved it; and
 
16    WHEREAS, Dick Rawlings worked as a civil engineer and land
17surveyor for over 35 years and excelled as a leader in his
18field; he served as president of the Illinois Professional Land
19Surveyors Association and received the association's A. "Pat"
20Patterson Illinois Land Surveyor of the Year Award in 1999; he

1retired as an owner and partner of Benton and Associates, a
2Jacksonville-based engineering firm, in 2002; and
 
3    WHEREAS, Dick Rawlings was also prominent in Morgan County
4for his unmatched dedication to volunteer work; and
 
5    WHEREAS, Dick Rawlings served as chairman of Corridor 67
6Inc., a group that successfully expanded Route 67 under his
7leadership; his distinctive combination of his knowledge in
8civil engineering and passion for the betterment of his
9community enabled him to envision and implement this project,
10and many others, to an outstanding degree; and
 
11    WHEREAS, Dick Rawlings was elected to 2 terms as Morgan
12County Commissioner in 2006 and 2012; and
 
13    WHEREAS, Dick Rawlings was a longtime member of the
14Jacksonville Area Chamber of Commerce, where he received the
15Circle of Excellence Award after volunteering countless hours;
16and
 
17    WHEREAS, Dick Rawlings was actively involved on the board
18of directors for the Jacksonville Regional Economic
19Development Corporation, the Passavant Hospital Foundation,
20the Governor Duncan Association, the FBI National Citizens
21Academy Alumni, and the West Central Development Council; and

1    WHEREAS, Dick Rawlings was a member of the Meredosia and
2Florence Bridge Replacement Citizens Advisory Committees,
3American Legion, Veterans of Foreign Wars, AMVETS, the Elks
4Lodge, the Moose Lodge, Rotary International, the Fraternal
5Order of Eagles, Harmony Masonic Lodge 3 - Ancient Free and
6Accepted Masons, the Scottish Rite-Valley of Springfield, the
7Ansar Shrine, the Rasna Shrine Club, and ROJ Court 20; and
 
8    WHEREAS, Dick Rawlings provided graveside military honors
9to his fallen comrades as a member of the Combined Veterans
10Ceremonial Team, a group proud to honor the fallen who have
11helped the living; and
 
12    WHEREAS, Dick Rawlings loved reveling in the tranquility of
13the outdoors; he frequented his houseboat at the Alton Marina
14with his family and friends; he enjoyed deep-sea fishing and
15hunting; he loved the beauty of the Mississippi River and its
16long history; however, he cherished his family most of all; and
 
17    WHEREAS, Dick Rawlings was preceded in death by his
18parents, Herman Stanley "Bill" and Mona (nee Mitchell)
19Rawlings; a brother, William "Bill" Rawlings; and a
20sister-in-law, Sherry Peck Rawlings; and
 
21    WHEREAS, Dick Rawlings is survived by his wife of 38 years,

1Diane Johnson; 2 children, Monica (Christopher Ryan) Carroll
2and Michael (Holly) Rawlings; 3 grandchildren, Jackson and
3Elaine Carroll and Nathanyle Loy; a sister, Marilyn (Darrell)
4Smith; a brother, Robert "Bob" Rawlings; and several nieces and
5nephews; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we mourn, along with his family and his many friends in Morgan
9County, the passing of Richard G. "Dick" Rawlings; and be it
10further
 
11    RESOLVED, That we honor Richard "Dick" Rawlings for his
12meaningful service to the United States of America and his
13local community; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Richard "Dick" Rawlings as an
16expression of our deepest sympathy and gratitude for his
17service.
