HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Randall D. McKinley on the occasion of his retirement as Police Chief of the Bloomington Police Department; and

WHEREAS, Randall McKinley graduated from the University of Illinois Police Training Institute in 1984 and the Northwestern University School of Police Staff and Command in 1998; he subsequently graduated from the University of Virginia's FBI National Academy course in 2005 and earned his bachelor's degree in business management from the University of Saint Francis in 2010; and

WHEREAS, Randall McKinley began his career with the Bloomington Police Department in May of 1984 as a patrol officer; in January of 1985, he became a field training officer, where he worked until May of 1987, when he joined the Detective Criminal Investigations Division; in September of 1989, he became a certified crime scene analyst with the Criminal Investigations Division; in June of 1994, he joined the Patrol Division and was promoted to the rank of sergeant; in January of 1996, he moved to the department's Pro-Active/Gang Suppression Unit; in January of 1998, he re-joined the Criminal Investigations Division and began serving as a law liaison for the department, where he remained until July of 2003, when he was promoted to the rank of lieutenant and joined the department's Office of Professional Standards; in May of 2007, he was promoted to the rank of Assistant Police Chief of Operations; in July of 2008, he became the Assistant Police Chief of Administration; in December of 2008, he was selected to serve as the department's Chief of Police, where he served faithfully until his retirement; and

WHEREAS, Randall McKinley is a member of the Law Enforcement Executive Development Associates, the International Association of Chiefs of Police, the FBI National Academy Associates, the International Association of Law Enforcement Planners, the International Association of Identification, the Illinois Association of Crisis Negotiators, and St. John's Lutheran Church; he also implemented and commanded the Bloomington Police Department's Crisis Response Negotiators and Office of Professional Standards; and

WHEREAS, Randall D. McKinley serves as a model of hard work, integrity, and dedication for the people of the State of Illinois; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Randall D. McKinley on the occasion of his retirement and wish him continued success and happiness in the future; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Randall McKinley as a symbol of our esteem and respect.
