HOUSE RESOLUTION

 
2    WHEREAS, The Patient Protection and Affordable Care Act was
3signed into law on March 23, 2010, signifying a historic change
4in access to health care in the United States; and
 
5    WHEREAS, The Affordable Care Act expands health coverage
6options through health insurance marketplaces and Medicaid,
7allowing consumers more affordable and comprehensive coverage
8options; and
 
9    WHEREAS, Governor Pat Quinn issued Executive Order
10#2010-12 establishing the Health Care Reform Implementation
11Council, which was charged with making recommendations to
12assist the State in establishing a State Based Marketplace,
13establish consumer protections reforms, reform Medicaid,
14assure high quality care, and adopt the use of electronic
15medical records; and
 
16    WHEREAS, A State Based Marketplace was the unanimous
17recommendation of the Health Care Reform Implementation
18Council; after holding hearings throughout Illinois,
19businesses, labor, consumers, and insurers agreed that a State
20exchange was preferable to a Federally Facilitated
21Marketplace; and

1    WHEREAS, The General Assembly passed and Governor Quinn
2signed Public Act 97-0412 in 2011, the Illinois Health Benefits
3Exchange Law, establishing the intent for Illinois to operate a
4State Based Marketplace for individuals and small businesses
5and creating a Legislative Study Committee on the subject; and
 
6    WHEREAS, Based on Public Act 97-0312 and the recommendation
7of the Health Care Reform Implementation Council, Governor
8Quinn submitted his intent to the Department of Health and
9Human Services for Illinois to function in a partnership
10capacity with the Federally Facilitated Marketplace until the
11State marketplace became operational; and
 
12    WHEREAS, Illinois has functioned as a State Partnership
13Marketplace since October 1, 2013, branding the campaign as Get
14Covered Illinois, and enrolling more than 217,000 people in the
15Federal Health Insurance Marketplace by working with many
16partners across the State; and
 
17    WHEREAS, Some state-based marketplaces have functioned
18well (generally accepted as including Connecticut, Kentucky,
19New York, and California) and others have functioned poorly
20(commonly considered as including Oregon and Maryland); and
 
21    WHEREAS, States with poorly functioning marketplaces are
22exploring the utilization of the IT platform from states with

1smoothly operating marketplaces; and
 
2    WHEREAS, The state of Maryland has concluded that costs of
3adopting the IT platform from Kentucky and Connecticut are
4greatly reduced compared to the costs of constructing a new
5state marketplace and would provide a well-functioning state
6marketplace with much less risk in a shorter period of time;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10the Governor's Office of Health Innovation and Transformation,
11in collaboration with the Illinois Health Insurance
12Marketplace, is requested to assess the experiences of State
13Based Marketplaces during their first year of operation and
14identify those states whose marketplaces worked as intended and
15whose IT platforms would be compatible with the State's
16Medicaid Integrated Eligibility System and could serve as the
17technological base for an Illinois state-based marketplace;
18and be it further
 
19    RESOLVED, That we urge the Governor's Office of Health
20Innovation and Transformation to submit the results of the
21assessment to the House of Representatives by November 10,
222014, for its consideration of options for maintaining the
23federally-facilitated marketplace or developing a State Based

1Marketplace that meets the needs of Illinois while federal
2funding for state-based marketplaces is still available.
