HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives have been made aware of a situation in the City
4of Chicago where a clerk at City Hall embezzled nearly $750,000
5by depositing checks payable to Chicago into a personal bank
6account; and
 
7    WHEREAS, The embezzlement scheme lasted from August of 2008
8until January of 2014, and was only discovered when bank
9officials noticed unusual activity in a supposed "business
10account"; and
 
11    WHEREAS, The budgets of many Illinois local governments are
12stressed and every dollar matters to determine what services
13can be offered to their citizens; governments have a
14responsibility to their taxpayers and should make every effort
15to track and control their cash flow; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we urge all Illinois financial institutions that offer checking
19accounts to take immediate steps to ensure, as a condition of
20the act of depositing money into an account by paper check or
21electronic payments, that the entity into which the money is
22deposited is the payee entity intended by the initial payor;

1and be it further
 
2    RESOLVED, That we urge the Illinois Banking Association,
3the Community Bankers Association of Illinois, and the Illinois
4Credit Union League to study the issue raised by this alleged
5act of embezzlement, including consultations with experts in
6the fields of forgery detection and electronic security, and
7make recommendations to the General Assembly as to whether the
8Illinois public sector should be mandated, in the future, to
9take steps that payors making payments to the public sector by
10paper checks or electronic payments be required to spell out
11the full name of the intended payee; and be it further
 
12    RESOLVED, That suitable copies of this resolution be
13presented to the President and CEO of the Illinois Banking
14Association, Linda Koch, the President of the Community Bankers
15Association of Illinois, Robert J. Wingert, and the President
16and CEO of the Illinois Credit Union League, Dan Plauda.
