1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Accounting Act is amended by
5adding Section 30.9 as follows:
 
6    (225 ILCS 450/30.9 new)
7    Sec. 30.9. Tax return preparation task force. The
8Department shall convene a task force consisting of 8 members,
9one of whom shall be appointed by the Department and be a
10representative of the Department; one of whom shall be
11appointed by the Department and be a representative of a
12statewide association representing CPAs; one of whom shall be
13appointed by the Department and be an enrolled agent or
14representative of the tax return preparation industry; one of
15whom shall be the Director of Revenue or his or her designee;
16one of whom shall be appointed by the Speaker of the House of
17Representatives; one of whom shall be appointed by the
18President of the Senate; one of whom shall be appointed by the
19Minority Leader of the House of Representatives; and one of
20whom shall be appointed by the Minority Leader of the Senate.
21The task force shall prepare a report that does the following:
22determines the appropriate scope of a program for regulating
23commercial tax return preparers; addresses the appropriate

1qualifications, including, but not limited to, minimum
2educational qualifications and continuing educational
3requirements for commercial tax return preparers; and
4considers any other matters the task force determines to be
5necessary or appropriate. The task force shall meet no less
6than 3 times before the end of the year in which this
7amendatory Act of the 98th General Assembly becomes effective.
8The report required under this Section shall be submitted by no
9later than December 1, 2015 to the Secretary of Financial and
10Professional Regulation, the Governor, and the General
11Assembly. Members of the task force shall receive no
12compensation, but shall be reimbursed for expenses necessarily
13incurred in the performance of their duties.
14    This Section is repealed July 1, 2016.
 
15    Section 99. Effective date. This Act takes effect upon
16becoming law.
