    Amends various Acts relating to the governance of public universities in Illinois. Provides that, subject to appropriation to offset the costs, for the 2014-2015, 2015-2016, and 2016-2017 academic years, the tuition charged an undergraduate student who is an Illinois resident pursuing a major in a science, technology, engineering, or mathematics field of study must not exceed the tuition amount charged an undergraduate student who is an Illinois resident for the 2013-2014 academic year. Provides that if money is not appropriated in a given fiscal year to offset the costs of this freeze on the tuition rate, then the governing board of the university, for that particular academic year, is authorized to charge a lesser amount of tuition to students who are Illinois residents pursuing a major in a science, technology, engineering, or mathematics field of study than the tuition charged students who are Illinois residents pursuing majors in other fields of study.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5changing Section 25 as follows:
 
6    (110 ILCS 305/25)
7    Sec. 25. Limitation on tuition increase. This Section
8applies only to those students who first enroll after the
92003-2004 academic year. For 4 continuous academic years
10following initial enrollment (or for undergraduate programs
11that require more than 4 years to complete, for the normal time
12to complete the program, as determined by the University), the
13tuition charged an undergraduate student who is an Illinois
14resident shall not exceed the amount that the student was
15charged at the time he or she first enrolled in the University.
16However, if the student changes majors during this time period,
17the tuition charged the student shall equal the amount the
18student would have been charged had he or she been admitted to
19the changed major when he or she first enrolled. An
20undergraduate student who is an Illinois resident and who has
21for 4 continuous academic years been charged no more than the
22tuition amount that he or she was charged at the time he or she
23first enrolled in the University shall be charged tuition not

22Act is amended by changing Section 15 as follows:
