SYNOPSIS AS INTRODUCED:

30 ILCS 805/8.37 new

Amends the Illinois Sports Facilities Authority Act. Adds a Section that requires the Authority to post any proposed agreements or contracts authorized under this Act, or any addenda thereof, to its website 5 days prior to entering into the proposed contract or agreement. Further requires the Authority to post to its website the detailed written report and findings required by another Section of the Act promptly following entering into a management agreement, an assistance agreement, or other agreement or contract authorized under this Act. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

A BILL FOR

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Sports Facilities Authority Act is amended by adding Section 10.5 as follows:

(70 ILCS 3205/10.5 new)

Sec. 10.5. Internet Posting and Reporting Requirements.

(a) The Authority shall post any proposed agreements or contracts authorized under this Act, or any addenda thereof, to its website 5 days prior to entering into the proposed contract or agreement.

(b) Promptly following entering into a management agreement, an assistance agreement, or other contract or agreement involving a new facility or facility site, the Authority shall post to its website the detailed written report and findings required by Section 10 of this Act. If a contract or agreement is not governed by Section 10 of this Act, the Authority must post a report and findings of that contract or agreement following the guidelines in Section 10(2) of this Act.

(c) The information posted under this Section shall be easily accessible from the Illinois Sports Facilities Authority's home page and searchable. The postings required by this Section are in addition to any other posting requirements required by law or ordinance.

Section 90. The State Mandates Act is amended by adding Section 8.37 as follows:

Sec. 8.37. Exempt mandate. Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 98th General Assembly.

Section 99. Effective date. This Act takes effect upon becoming law.
