SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of former Illinois State Senator Howard
4William "Howie" Carroll, who passed away on October 1, 2021;
5and
 
6    WHEREAS, Sen. Carroll was born to Barney and Lyla Carroll
7in Chicago on July 28, 1942; and
 
8    WHEREAS, Sen. Carroll was sworn into the Illinois House of
9Representatives in 1971 and the Senate in 1973, where he
10served for 26 years and authored numerous bills focusing on
11equal rights and human rights, including the first hate crimes
12bill in the country, the first to include sexuality in the
13Human Rights Act, and the Comprehensive Health Insurance Plan
14Act known as CHIP; and
 
15    WHEREAS, Sen. Carroll was an active participant in the
16Democratic Party and contributed to the success and viability
17of the Democratic Party in the State of Illinois; he served as
18committeeman for the 50th Ward in Chicago, as treasurer and
19finance chairman of the Chicago and Cook County Democratic
20Central Committee, and as a member of the Democratic State
21Platform Committee; his list of political activities spanned
22from meeting with presidents, prime ministers, and Mother

1Teresa to helping to try and stop the Nazis from marching in
2Skokie; and
 
3    WHEREAS, Deeply devoted to his Jewish faith, Sen. Carroll
4will be remembered as a family man, a born leader, a statesman,
5a voice for the voiceless, and a storyteller extraordinaire
6who devoted his energy and talents to improving the well-being
7of the people of Illinois; and
 
8    WHEREAS, Sen. Carroll was preceded in death by his parents
9and his brothers, Ira L. Carroll and Earl A. Carroll; and
 
10    WHEREAS, Sen. Carroll is survived by his wife, Eda
11(Stagman) Carroll; his daughters, Jacqueline (Louis Bernstein)
12Carroll and Barbara Carroll (Dan) Delano; and his
13granddaughters, Lillian and Alyssa; therefore, be it
 
14    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
15ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
16former Illinois State Senator Howard W. "Howie" Carroll and
17extend our sincere condolences to his family, friends, and all
18who knew and loved him; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to the family of Sen. Carroll as an expression of our
21deepest sympathy.
