SENATE RESOLUTION

WHEREAS, The total claims paid in fiscal year 2010 for the expanded ALL KIDS health insurance program enrollees were $84.2 million; and

WHEREAS, In fiscal year 2010, the Department of Healthcare and Family Services received approximately $9.8 million in premiums from enrollees, making the net cost of the ALL KIDS expansion approximately $74.4 million; and

WHEREAS, The children that were added to the ALL KIDS health insurance program as a part of the expansion are undocumented and are not eligible for federal reimbursement, and thus are funded entirely by the State; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Department of Healthcare and Family Services to establish a means by which undocumented children under the All KIDS health insurance program shall be documented; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Director of Healthcare and Family Services.
