SENATE RESOLUTION

 
2    WHEREAS, Moneys received by the Department of Revenue under
3the Motor Fuel Tax Law, including payments made to the
4Department by member jurisdictions participating in the
5International Fuel Tax Agreement, are deposited into the Motor
6Fuel Tax Fund; and
 
7    WHEREAS, Cook County receives a portion of the State moneys
8deposited into the Motor Fuel Tax Fund from the Department of
9Transportation; therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is
12directed to conduct a performance audit of the State moneys
13provided by or through the Motor Fuel Tax to Cook County in
14Fiscal Year 2012 and in Fiscal Year 2013; and be it further
 
15    RESOLVED, That this performance audit include, but not be
16limited to, the following determinations:
17        (1) the purposes for which State moneys were provided
18    to Cook County;
19        (2) the actual use of State moneys by Cook County,
20    including the identity of any sub-recipients together with
21    the locations at which improvements were made;
22        (3) the nature and extent of any monitoring by the Cook

1    County Board of Commissioners of how the moneys were used;
2        (4) the nature and extent of monitoring by State
3    agencies of how Cook County used the State-provided moneys;
4        (5) whether, through a review of available
5    documentation, Cook County has met or is meeting the
6    purposes for which the State moneys were provided to the
7    county; and be it further
 
8    RESOLVED, That Cook County and any other State agency or
9other entity or person that may have information relevant to
10this audit cooperate fully and promptly with the Auditor
11General's Office in its audit; and be it further
 
12    RESOLVED, That the Auditor General commence the audit as
13soon as possible and report his findings and recommendations
14upon completion in accordance with the provisions of Section
153-14 of the Illinois State Auditing Act; and be it further
 
16    RESOLVED, That a suitable copy of this resolution be
17delivered to the Auditor General.
