1 SENATE RESOLUTION

2     WHEREAS, Moneys received by the Department of Revenue under
3 the Motor Fuel Tax Law, including payments made to the
4 Department by member jurisdictions participating in the
5 International Fuel Tax Agreement, are deposited into the Motor
6 Fuel Tax Fund; and

7     WHEREAS, Cook County receives a portion of the State moneys
8 deposited into the Motor Fuel Tax Fund from the Department of
9 Transportation; therefore, be it

10     RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
11 ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is
12 directed to conduct a performance audit of the State moneys
13 provided by or through the Motor Fuel Tax to Cook County in
14 Fiscal Year 2012 and in Fiscal Year 2013; and be it further

15     RESOLVED, That this performance audit include, but not be
16 limited to, the following determinations:
17         (1) the purposes for which State moneys were provided
18     to Cook County;
19         (2) the actual use of State moneys by Cook County,
20     including the identity of any sub-recipients together with
21     the locations at which improvements were made;
22         (3) the nature and extent of any monitoring by the Cook

1     County Board of Commissioners of how the moneys were used;
2         (4) the nature and extent of monitoring by State
3     agencies of how Cook County used the State-provided moneys;
4         (5) whether, through a review of available
5     documentation, Cook County has met or is meeting the
6     purposes for which the State moneys were provided to the
7     county; and be it further

8     RESOLVED, That Cook County and any other State agency or
9 other entity or person that may have information relevant to
10 this audit cooperate fully and promptly with the Auditor
11 General's Office in its audit; and be it further

12     RESOLVED, That the Auditor General commence the audit as
13 soon as possible and report his findings and recommendations
14 upon completion in accordance with the provisions of Section
15 3-14 of the Illinois State Auditing Act; and be it further

16     RESOLVED, That a suitable copy of this resolution be
17 delivered to the Auditor General.
