1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.786 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Coast Guard Mutual Assistance Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-696 as follows:
 
10    (625 ILCS 5/3-696 new)
11    Sec. 3-696. U.S. Coast Guard license plates.
12    (a) In addition to any other special license plate, the
13Secretary, upon receipt of all applicable fees and applications
14made in the form prescribed by the Secretary of State, may
15issue special registration plates designated as U.S. Coast
16Guard license plates to residents of Illinois who meet
17eligibility requirements prescribed by the Secretary of State.
18The special plate issued under this Section shall be affixed
19only to passenger vehicles of the first division and motor
20vehicles of the second division weighing not more than 8,000
21pounds. Plates issued under this Section shall expire according

1to the staggered multi-year procedure established by Section
23-414.1 of this Code.
3    (b) The design, color, and format of the plates shall be
4wholly within the discretion of the Secretary of State, except
5that the U.S. Coast Guard emblem shall appear on the plates.
6The Secretary may, in his or her discretion, allow the plates
7to be issued as vanity or personalized plates in accordance
8with Section 3-405.1 of this Code. The plates are not required
9to designate "Land of Lincoln", as prescribed in subsection (b)
10of Section 3-412 of this Code. The Secretary shall prescribe
11the eligibility requirements and, in his or her discretion,
12shall approve and prescribe stickers or decals as provided
13under Section 3-412.
14    (c) An applicant shall be charged a $20 fee for original
15issuance in addition to the applicable registration fee. Of
16this additional fee, $15 shall be deposited into the Secretary
17of State Special License Plate Fund and $5 shall be deposited
18into the Coast Guard Mutual Assistance Fund. For each
19registration renewal period, a $20 fee, in addition to the
20appropriate registration fee, shall be charged. Of this
21additional fee, $2 shall be deposited into the Secretary of
22State Special License Plate Fund and $18 shall be deposited
23into the Coast Guard Mutual Assistance Fund.
24    (d) The Coast Guard Mutual Assistance Fund is created as a
25special fund in the State treasury. All moneys in the Coast
26Guard Mutual Assistance Fund shall, subject to appropriation by

1the General Assembly and approval by the Secretary, be used as
2grants for charitable purposes and financial assistance
3programs sponsored by Coast Guard Mutual Assistance, Inc., a
4recognized charitable organization that meets the requirements
5of Title 26, Section 501(c)(3) of the United States Code.
