SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/18c-7505 new

    Amends the Illinois Vehicle Code. Provides that the Illinois Commerce Commission shall require all regulated railroads under its authority to submit an annual report on all procurement goals and actual spending for minority-owned, women-owned, veteran-owned, and small business enterprises. Provides that each regulated railroad shall submit the rules, regulations, and definitions used for its procurement goals in each report. Provides that the Commission, working in consultation with the Capital Development Board, shall develop and issue a proposed format for each report. Provides that the Commission shall publish each report on its website and shall maintain each report for at least 5 years. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 18c-7505 as follows:
 
6    (625 ILCS 5/18c-7505 new)
7    Sec. 18c-7505. Minority, female, veterans, small business
8reports and spending. The Commission shall require all
9regulated railroads under its authority to submit an annual
10report by December 1, 2014 and each December 1 thereafter, in a
11searchable Adobe PDF format, on all procurement goals and
12actual spending for minority-owned, women-owned,
13veteran-owned, and small business enterprises in the previous
14calendar year. These goals shall be expressed as a percentage
15of the total work performed by the regulated railroad, and the
16actual spending for all minority-owned, women-owned,
17veteran-owned, and small business enterprises shall also be
18expressed as a percentage of the total work performed by the
19regulated railroad.
20    Each regulated railroad shall submit the rules,
21regulations, and definitions used for the railroad's
22procurement goals and the name and contact information for the
23staff person responsible for administering the programs

1associated with the goals in the railroad's annual report.
2    The Commission, working in consultation with the Capital
3Development Board, shall develop and issue a proposed format
4for each report.
5    The Commission shall publish each annual report on its
6website and shall maintain each annual report for at least 5
7years.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
