SYNOPSIS AS INTRODUCED:
 
15 ILCS 20/50-8 new

    Amends the State Budget Law of the Civil Administrative Code of Illinois. Defines "zero-based budgeting" as a method of setting budgets that requires a justification of all expenditures, not only those that exceed the prior year's allocations. Thus, each budget line begins at a zero base and must be funded according to merit rather than according to the level approved for the preceding year, when circumstances were probably different. For fiscal year 2013 and thereafter, provides that the budgets submitted by the Governor and appropriations made by the General Assembly for the judicial branch and for all agencies under the jurisdiction of the Executive Ethics Commission must adhere to the principles of zero-based budgeting. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by adding Section 50-8 as follows:
 
6    (15 ILCS 20/50-8 new)
7    Sec. 50-8. Zero-based budgeting.
8    (a) "Zero-based budgeting" is a method of setting budgets
9that requires a justification of all expenditures, not only
10those that exceed the prior year's allocations. Thus, each
11budget line begins at a zero base and must be funded according
12to merit rather than according to the level approved for the
13preceding year, when circumstances were probably different.
14    (b) For fiscal year 2013 and thereafter, the budgets
15submitted by the Governor and appropriations made by the
16General Assembly for the judicial branch and for all agencies
17under the jurisdiction of the Executive Ethics Commission must
18adhere to the principles of zero-based budgeting.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
