HOUSE RESOLUTION

 
2    WHEREAS, Title XIV of the Environmental Protection Act was
3enacted with the recognition that the improper disposal of used
4and waste tires is a growing solid waste problem; and
 
5    WHEREAS, Despite the requirements of the Environmental
6Protection Act, the open-dumping and accumulation of used and
7waste tires continues to threaten not only public health, but
8also air and water quality in the State; and
 
9    WHEREAS, The health and welfare of the people of the State
10would benefit from a comprehensive plan to cure these problems
11by making it easier to identify the persons who are ultimately
12responsible for the improper disposal of used and waste tires;
13therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we urge the Illinois Environmental Protection Agency to develop
17a cost-effective plan to more readily identify persons who are
18improperly disposing of used and waste tires; and be it further
 
19    RESOLVED, That the plan include a detailed statement of the
20additional enforcement actions that the Agency proposes taking
21to curtail the improper disposal of used and waste tires; and

2    RESOLVED, That the plan include an analysis of the
3feasibility of implementing a system to require businesses that
4transport, store, or dispose of large quantities of used or
5waste tires to mark or label tires that have been accepted for
6transfer, storage, or disposal; and be it further
 
7    RESOLVED, That the plan also include a detailed statement
8of the proposed statutory and regulatory changes that are
9necessary to more readily identify persons who are improperly
10disposing of used and waste tires; and be it further
 
11    RESOLVED, That the Illinois Environmental Protection
12Agency submit the plan to the General Assembly for its
13consideration no later than December 1, 2011.
