HOUSE RESOLUTION

 
2    WHEREAS, The Illinois House of Representatives adopted
3House Resolution 332 requesting the Commission on Government
4Forecasting and Accountability to study the cost of each
5healthcare mandate that is a part of the Illinois Insurance
6Code and in effect on the date that the resolution was adopted,
7as well as the cumulative effect of those mandates on the
8overall cost of health insurance in Illinois for businesses;
9and
 
10    WHEREAS, House Resolution 332 further directed that the
11findings of the Commission be reported to the General Assembly
12by February 6, 2012, to ensure that the members of the General
13Assembly are informed about the costs and overall impact these
14mandates have on the ability of small and medium-sized
15businesses to purchase health insurance; and
 
16    WHEREAS, In addition to the cost impact of health insurance
17mandates on business, there is also a need to analyze the
18purpose of the mandates that have been enacted in terms of the
19health outcomes that were intended by providing such coverage;
20and
 
21    WHEREAS, The cost impact of health insurance mandates in
22terms of their effect on the health and well-being of

1individuals and groups who may be covered should always be
2taken into consideration, especially if such coverage prevents
3further health problems or improves the health condition of the
4covered person; and
 
5    WHEREAS, Improvement of the health of individuals and
6groups covered by the insurance mandates can have a positive
7impact on the health and well-being of the employees of any
8business, which may impact the productivity of the workforce
9and the economic health of the business; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we request that the Commission on Government Forecasting and
13Accountability include, in the study that it conducts under
14House Resolution 332, additional findings and recommendations
15regarding the cost impact of health insurance mandates in terms
16of the intended purpose and health outcomes of each mandate so
17that the financial impact on business is not the sole
18consideration and the members of the General Assembly are more
19fully informed about the costs and overall impact of those
20mandates; and be it further
 
21    RESOLVED, That the Commission incorporate these additional
22findings in its report under House Resolution 332; and be it

1    RESOLVED, That a copy of this resolution be delivered to
2the Executive Director of the Commission on Government
3Forecasting and Accountability.
