HOUSE RESOLUTION

WHEREAS, The State of Illinois offers health insurance coverage to members of certain boards and commissions; and

WHEREAS, These board and commission members are not considered full-time State employees; and

WHEREAS, The State of Illinois has an unprecedented structural budget deficit and over $6 billion is unpaid bills in Fiscal Year 2011; and

WHEREAS, The State of Illinois provides premium-free healthcare to some members of boards and commissions who worked for the State for over 20 years; and

WHEREAS, The Commission on Government Forecasting and Accountability estimates the Fiscal Year 2012 liability for the State Employee Group Health Insurance Plan is $2.46 billion; and

WHEREAS, The cost of providing health insurance to State employees has escalated annually over the last decade; and

WHEREAS, According to the Department of Central Management Services, the cost of providing healthcare to a participant is $6,721 annually, an increase of 79.9% since Fiscal Year 2003; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Department of Central Management Services to compile a list of members of State boards and commissions who receive healthcare benefits through the State Employees Group Insurance Plan; and be it further

RESOLVED, That the we urge the Department of Central Management Services to report its findings to the Governor and General Assembly within 30 days after the adoption of this resolution; and be it further

RESOLVED, That that a suitable copy of this resolution be delivered to the Director of Central Management Services.
