HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Lynn Goldman on her 15th year of volunteer service to The Lincoln Foundation for Performance Excellence; and

WHEREAS, The Lincoln Foundation for Performance Excellence, founded in 1994, leads profit and non-profit organizations to performance excellence; and

WHEREAS, In order to foster a competitive market and provide the foundation for a vital Illinois economy, it is paramount that the values and ideas surrounding the concept of "continuous quality improvement" be heralded as an important priority for Illinois' business, education, government, healthcare, and non-profit sectors; and

WHEREAS, The key to providing the highest quality products and services is a continuous process of self-evaluation; all organization, large and small, must strive for and make a commitment to a "continuous improvement process" so as to improve Illinois' quality of life and to make Illinois a state where organizations want to operate and where its citizens wish to live; and

WHEREAS, The Lincoln Foundation deploys a three-level process, allowing organizations to measure themselves against The Lincoln Foundation's seven criteria framework for organization excellence, modeled after The Malcolm Baldrige National Quality Award, of Leadership, Strategic Planning, Customer Focus, Measurement, Analysis and Knowledge Management, Workforce Focus, Operations Focus, and Results; and

WHEREAS, The Lincoln Foundation depends on volunteer Examiners to carry out its evaluation process and bring knowledge of the criteria, experience with quality systems, communication, leadership, and assessment skills in order to provide a feedback report to help Illinois organizations become world class; and

WHEREAS, Examiners receive extensive preparation and support in learning about the Criteria for Performance Excellence and commit a significant amount of time, effort, and dedication in order to help organizations learn how to excel; and

WHEREAS, Ms. Goldman has contributed her expertise and personal time of over 3,000 hours over the past fifteen years to serve as an Examiner for the Lincoln Foundation; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Lynn Goldman on her volunteer work with The Lincoln Foundation for Performance Excellence and thank her for her time and commitment to helping Illinois organizations excel; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Lynn Goldman as a symbol of our respect and esteem.
