HOUSE RESOLUTION

 
2    WHEREAS, Public health issues are of paramount importance
3to the State and its units of local government; and
 
4    WHEREAS, Health disparities have a systemic and critical
5impact on morbidity and mortality rates in communities
6throughout the State; and
 
7    WHEREAS, The State is in need of a comprehensive review of
8its public health policymaking and regulatory framework in
9order to meet the needs of its diverse citizenry; and
 
10    WHEREAS, The State has the resources through its agencies,
11public and private universities, and community-based
12organizations to conduct a comprehensive review of its public
13health policies and policymaking infrastructure; and
 
14    WHEREAS, Population health status and health services
15needs unique to Illinois should be reflected in the research
16and policy analysis work of researchers, planners, and policy
17analysts; and
 
18    WHEREAS, The Community Engagement and Research Core is a
19federally-funded component of the University of Illinois at
20Chicago Center for Clinical and Translational Science, engaged

1in broad-based, action-oriented public health policy research
2and dissemination; and
 
3    WHEREAS, This comprehensive review of the State's public
4health policies and policymaking infrastructure is critical
5and necessary in order to fully benefit from federal health
6care reform, demonstrate additional efficiencies in the
7delivery of health care services to those most in need, and
8foster the relationship of public health to the larger
9community in terms of human, physical, fiscal, and program
10resources; and
 
11    WHEREAS, State policymakers will benefit from a
12comprehensive and well-developed study of the State's public
13health policies and policymaking infrastructure; therefore, be
14it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17the Public Health Policy Task Force is hereby established to
18prepare a comprehensive report to the General Assembly on the
19State's public health policies and its public health
20policymaking infrastructure that shall include an Illinois
21policy agenda; and be it further
 
22    RESOLVED, That members of the Public Health Policy Task

1Force shall include representatives from the House Healthcare
2and Health Disparities Committee; State agencies, including,
3without limitation, the Department of Public Health, the
4Department of Human Services, and the Department of Healthcare
5and Family Services; the Office of the Governor; research
6universities; relevant community-based organizations; and the
7provider community; and be it further
 
8    RESOLVED, That the Community Engagement and Research Core
9housed at the University of Illinois at Chicago is designated
10as the lead agency for administering the work of the Public
11Health Policy Task Force; and be it further
 
12    RESOLVED, That members of the Public Health Policy Task
13Force shall be recommended to the General Assembly by the
14Chairman of the House Healthcare and Health Disparities
15Committee, which recommendations shall be submitted to the
16Governor for formal establishment of the Task Force; and be it
17further
 
18    RESOLVED, That the Task Force shall hold subject-matter
19hearings as necessary under the auspices of the House Health
20Care and Health Disparities Committee and shall prepare a
21report to be presented to members of the House Health Care and
22Health Disparities Committee on or before December 31, 2011;
23and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to the directors of the Community Engagement and
3Research Code.
